The TeamGlobal Development’s Primary Health Care (PHC) strategy was approved in December 2021 and represents an exciting new opportunity to shape PHC-strengthening and PHC innovation grant making at the Bill & Melinda Gates Foundation in the years ahead. As a team, we aim to accelerate improvement in core PHC health outcomes (e.g., U5 mortality, maternal mortality) by improving access to PHC services and improving the PHC system’s ability to meet demand, focusing on opportunities that improve the efficiency and effectiveness of existing resources. We are at an important inflection point in our strategy and we are developing our experience over the last 2 years of the strategy to develop performance data to improve our agenda of spending well and improving impact. We do this by: · Supporting PHC foundational reforms · Innovating PHC service delivery models · Collaborating with other Global Health funders · Advocating for policies which supports broader PHC programmatic efforts The success of this strategy will depend highly on our ability to track the results of our portfolio to ensure we obtain the best impact given our limited budget. Our goal is to demonstrate how operational measures we track “ladder up” to drive improvements in health system performance across the six PHC building blocks (financing, supplies, human resources, facilities, demand and data), and ultimately, lead to the long-term health impacts we seek to achieve by ‘spending well’ (reductions in U5MR, MMR, and NMR against health spend per capita).Your RoleAs the Senior Program Officer (SPO), you will be the lead for PHC team bodies of work on foundational reforms in Burkina Faso and foundational reforms learning/exchange. They also participate in implementing the team’s joint bodies of work with country offices, support the PHC team’s Pakistan portfolio, and provide thematic leadership on health financing, public financial management, the supplies-financing nexus, and health system design and planning. This role reports to the Deputy Director, Foundational Reforms in Primary Health Care Team. This role is a 9-month limited term role based in Seattle, WA. Relocation will not be provided.What You’ll Do

Negotiate, execute, and manage a complex portfolio of grants or contracts.

[Burkina Faso] Effectively steward and continue developing a complex investment portfolio focused on supporting design and implementation of the government’s PHC reforms, including to increase the efficiency of PHC financing and delivery; improve the availability and use of operational data for planning, resource allocation, and management; and generate evidence on the drivers of Burkina’s health gains, the effects and enablers of PHC reforms, and the integration and sustainability of key data systems.

[Pakistan] Support management and ongoing development of PHC investments in Pakistan designed to improve PHC financing, service readiness, service quality, and learning.

[Foundational reform learning] Oversee and develop strategic learning investments to validate and improve internal and external understanding of PHC foundational reforms, including their effective design, implementation, and impacts.

[Health financing and public financial management] Provide technical leadership, facilitation, mentoring and coaching in the design and implementation of health financing and public financial management investments and activities, tailored to the specific needs and context in BMGF focus geographies, as well as conduct targeted analyses to inform programming.

[Health financing and essential supplies for PHC] Sustain evidence generation and field building efforts at the intersection of these health system building blocks, as well as capitalize on opportunities to strengthen linkages between them in priority geographies.

Across thematic areas, this position will also have several strategic, partnership, and team-facing responsibilities, including:

Identify and work with the most appropriate partners/grantees to deliver the work on time and within budget. This may include significant international travel, site visits, providing remote technical guidance, and convening meetings of key stakeholders.

Advise and support grantees and other partners to maximize the impact of projects and ensure grants are meeting strategy goals).

Advise, support and develop top-tier anchor partners in PHC reforms to work with governments on reforms execution at national and subnational levels, with a focus on partners' long-term capacity and local presence.

Collaborate with other development partners and financing institutions in support of government PHC reform priorities, to achieve bigger impact towards shared goals and performance targets.

Review letters of inquiry and grant proposals and provide clear, concise and insightful written analyses and recommendations for funding both for the PHC strategy and other teams with need for health systems perspectives.

Represent the Gates Foundation to key program-related external constituencies, as appropriate.

Contribute to effective, collaborative, collegial, and rigorous team culture and peer support, including to ensure strong communication, appropriate inclusion, and clear performance expectations, as well as to give and seek feedback, provide coaching, measure progress, hold people accountable, support employee development, and recognize achievement and lessons learned.

Your Experience

Advanced Degree in Public Health, Health Financing/Economics, Supply Chain Management, Health Information Systems, or other relevant field with 10+years of expertise within the field of primary health care or health systems, OR equivalent combination of education and experience.

Significant working experience in support of LMIC health systems reforms and health financing reforms.

Proven ability to lead and influence others in a constructive manner and to build and sustain collaborative relationships.

Experienced as technical resource to teams and leadership on development of health systems and delivery innovations.

Excellent verbal and written communication skills including the ability to effectively synthesize information to reach diverse audiences and build consensus.

Knowledge methods of impact evaluation, operational research, and modeling. Strong quantitative analytic skills.

Knowledge of development sector, global health funders, technical assistance

Additional Qualifications

Service delivery or health systems technical assistance or government experience in one or more country settings, featuring examples of design through to execution of LMIC government-led PHC reforms.

Knowledge and experience from PHC focus countries (Burkina Faso, Pakistan, and Ethiopia are especially relevant to this role; experience in India, Indonesia, Kenya, and/or Nigeria is also valuable).

Professional proficiency (or better) in French.

Must be able to legally work in the country where this position is located without visa sponsorship.The salary range for this role is $166,300 to $249,500 USD. We recognize high-wage market differences where our offices are located, in Seattle and Washington D.C The range for this role in these locations is $181,200 to $271,800 USD.
