REPORTS TO: Huckleberry Bay Homeowners Association, (HOA) Managing Board, Huckleberry Sewer LLC Managing Board, Huckleberry Water LLC
JOB SUMMARY:
The Project Manager is responsible for the oversight and implementation of the Plan of Huckleberry Bay at Priest Lake. Duties include monitoring, maintenance, and repair of sewer/water system, grounds/road maintenance, repair/maintenance of vehicles/equipment and buildings, snow removal, employee supervision and fire district duties.
JOB RESPONSIBILITIES:
General Responsibilities:
Work with HOA Board, Utility Board, and Design Committee regarding project activity and for special projects
Attend Board and Committee meetings as requested
Supervise employees (training the staff, assigning tasks, employee performance, handling conflicts and problems, enforcing regulations and behavior codes).
Schedule employees to assure sewer and fire coverage to meet state minimums.
Review and approve payroll
Review and approve invoices for payment
Any tasks assigned by HOA Board as part of the management of Huckleberry Bay at Priest Lake.
Homeowner Association Responsibilities:
Work with HOA board for special projects
Attend HOA board meetings as requested
Prepare budget for annual HOA meeting
Contact for HOA issues
Oversight and aid in implementation of interior road maintenance:
Spring and fall road grading and re-gravelling as needed
Storm damage clean-up
Weed spraying
Signage: additional, maintenance, and repair
Storm water management/culvert maintenance
Design Committee Responsibilities:
Liaison with the design committee
Storm water management compliance
Construction compliance
Reporting status of utilities installation inspections
Landscape/tree removal/beach clearing compliance
On-site lot inspections as needed
Employees:
Training
Conflict Resolution
Communicate daily and weekly job duties
Monitor performance
Assure satisfactory performance of employees
Monitor hours and report payroll
Fire District (NNFD):
Interface between NNFD and LLC for scheduling and staffing
Train as an NNFD firefighter
Respond to NNFD tone out
Equipment Maintenance:
Oversight of maintenance schedules for all LLC, NNFD and HOA equipment
Contractors:
Use and supervise outside contractors when the scope of work is not feasible for LLC /HOA employees/equipment
Snow Removal:
Oversight and implementation of all snow removal activities for the subdivision roads and homeowner driveways.
Provide to HOA year-end log of all plowing/maintenance activities for billing purposes
Trail Maintenance:
Oversight and aid in implementation of trail maintenance and improvement projects on HOA trails and backland areas
Rocky Mountain Elk Foundation (RMEF):
Yearly compliance checks with RMEF for conservation easement
Maintenance of RMEF conservation easements
Work with RMEF on future habitat enhancement projects as approved by HOA
Sewer & Water LLC:
Attend Utilities Board Meetings as requested.
Prepare annual budget, and communication as directed by Utilities Board
Oversight of operation and maintenance of Huckleberry Sewer and Water systems (LLC's)
Prepare DEQ reports including year-end report
Responsible charge operator for sewer and water systems
Weekly and monthly samples to Coeur d’Alene DEQ lab
On-call for sewer and water emergencies
Conduct inspections for new connections and approval
KNOWLEDGE, SKILLS AND ABILITIES:
Demonstrate professional communication skills in interaction with homeowners and coworkers
Must have the ability to motivate others to set priorities and be self-directed in completing tasks with efficiency, accountability, and effectiveness.
Basic mechanical, electrical, and computer skills
Experience operating fire fighting vehicles/apparatus; plow equipment, tractor/backhoe, grader, etc.
LICENSES, CERTIFICATES, EXPERIENCE:
Management experience
Valid driver’s license
Obtaining a "Very Small Wastewater System" operator's license within first year of employment, and continuing education classes as required maintaining certification thereafter
Obtaining a "Very Small Water System" operator's license within first year of employment, and continuing education classes as required maintaining certification thereafter
Completion of NNFD Volunteer Fire Fighter Training within first year, and ongoing training thereafter
DEGREE OF SUPERVISION: Moderate
SUPERVISION EXERCISED: High
PHYSICAL REQUIREMENTS:
Ability to work in a typical repair/maintenance/fire fighting and training environment: shoveling; climbing in and out of ditches; crouching/ reaching to perform septic tank, water line, and equipment repairs; Standing/stooping/lifting/chainsaw operation for tree removal and brush clearing; lifting/carrying for fire equipment; moving up and down hills in forest landscape, night driving.
