The Department of Fish and Game, Division of Marine Fisheries (DMF) seeks applicants for the position of Aquatic Biologist III. The individual will serve as the Protected Species Acoustician to work on passive acoustic projects within the Protected Species Program. Responsibilities include designing and implementing passive acoustic monitoring (PAM) projects for large whales in Massachusetts coastal waters; deployment, maintenance, and purchasing of PAM equipment; and acoustic data management and analyses. The positions will work closely with DMF’s Science and Monitoring Lead and other support staff to develop and meet acoustic monitoring goals for large whales, including documenting North Atlantic right whale habitat use. In addition to assisting DMF’s Protected Species Program with the synthesis and presentation of results, collaborating with regional partners on relevant projects, representing DMF at management and scientific meetings, and other work needed to maintain a comprehensive protected species program. DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES: 1. Plan, design, and manage research programs for passive acoustic monitoring projects in Massachusetts coastal waters, with a focus on right whale distribution, habitat use, and dynamic management of fishing closures. 2. Procure all necessary PAM equipment; integrate all components into operational PAM system; establish procedures for deployment, operation, and retrieval of PAM; analysis and reporting of results of monitoring. 3. Manage acoustic data collection, storage, quality checks, and acoustic and statistical analyses. 4. Collaborates with regional partners to maintain a coastwide passive acoustic archival monitoring network for large whales. 5. Assist in overseeing real-time acoustic monitoring program in Massachusetts with collaborators. 6. Assist the Protected Species Science and Monitoring lead with acoustic monitoring project management, including grants, budgets, and reports. 7. In collaboration with DMF staff, writes technical and non-technical work related to acoustic monitoring programs and other protected species related issues in Massachusetts. 8. Presents technical and non-technical information related to protected species conservation to managers, industry groups, and the public. 9. Assists Protected Species Program with additional tasks as necessary to maintain a comprehensive marine protected species program. QUALIFICATIONS REQUIRED AT HIRE : 1. Experience in PAM, bioacoustics, soundscape ecology, ambient noise, and statistical modeling. 2. Ability to lead the development and implementation of archival PAM program for large whales in Massachusetts coastal waters, including study design, equipment maintenance, and data management and analysis. 3. Experience with the deployment, servicing and purchasing duties needed to maintain various PAM projects. 4. Knowledge of cetacean biology, ecology, and/or behavior (particularly vocal behavior). 5. Demonstrate strong analytical and communication skills and be detailed oriented. 6. Experience with project administration, including budget tracking, contracts, progress reports. 7. Ability to write and give oral presentations in a clear and concise manner. 8. Ability to work independently, as well as cooperatively with a team, to meet deadlines. PREFERRED QUALIFICATIONS: 1. Experience with Raven Pro, PAMGUARD, LFDCS, Python, MATLAB and/or GIS software. 2. Experience with processing raw acoustics data and checking data for false positive or negative detections. 3. Experience deploying research equipment in a marine environment. 4. Knowledge of right whale conservation issues, human impact mitigation and the Atlantic Large Whale Take Reduction Plan. 5. Knowledge of the various commercial fisheries that occur in the Commonwealth, and how they are prosecuted. 6. Experience on vessels, including small vessels around 30 feet long. Substitutions: I. A Bachelors degree with a major in marine, fisheries or wildlife biology; fisheries or wildlife management; marine science or oceanography may be substituted for a maximum of two years of the required (A) experience on the basis of two years of education for one year of experience. II. A Graduate degree with a major in marine, fisheries or wildlife biology; fisheries or wildlife management, marine science or oceanography may be substituted for a maximum of one year of the required (A) experience on the basis of two years of education for one year of experience. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. The Department of Fish and Game, Division of Marine Fisheries (DMF) seeks applicants for the position of South Shore Shellfish Program Supervisor (Environmental Analyst IV). The individual in this position reports directly to the head of the shellfish program and plans, directs, and supervises a marine shellfish sanitation and management section that covers a geographic area that includes South Shore, Cape and Islands region of Massachusetts. Detailed Statement of Duties and Responsibilities 1. Coordinates and provides technical assistance to cities and towns, other governmental agencies, private institutions, the public and the Program Leader on matters relating to shellfish in Massachusetts communities from the Bourne south to the Rhode Island boarder, including Cape Cod and the Islands. This includes assisting staff and local communities in the formulation of long-range shellfish management plans, designing special projects to improve shellfish harvesting or selected aquaculture techniques, and developing, reviewing and commenting on various proposals including projects, studies and legislation related to shellfish. 2. Implements and oversees activities associated with contaminated shellfish relay in conformance with state, federal and National Shellfish Sanitation Program (NSSP) regulations and policies. 3. Oversees the activities of DMF shellfish laboratories in New Bedford. 4. Develops and maintains report formats and protocols relative to NSSP mandates, resource assessment and other services afforded by the shellfish staff. Directs and assists staff with the development and delivery of public information materials and presentations. Reviews all reports and environmental impact reviews developed by shellfish staff. 5. Coordinates and provides technical assistance to cities and towns, state and federal agencies, private institutions, the public and Shellfish Program Manager on all matters relating to shellfish in Massachusetts, including: identification and mitigation of growing area contamination; management; biology and disease; harvest methods; stock assessment; public propagation and private aquaculture; coastal alterations, predator control, regulations and legislation. 6. Represents the Division and the Commonwealth at international, national, regional, and state meetings, committees, conferences, workgroups, public hearings, etc. on all shellfish related matters. This includes acting as liaison between local communities, state and federal agencies involved in various aspects of shellfisheries while providing information to the public and other governmental agencies via live and online presentations, workshops, or publications. 7. Oversees, in coordination with the Program Manager, the south shore field and data components relative to managing the state biotoxin and water quality monitoring programs. This includes supervision of field personnel and development and maintenance of databases resulting in the promotion of improved public health monitoring practices and fisheries management strategies. 8. Exercises direct supervision, trains, assigns work to, and reviews performance of program staff an other staff assigned to tasks germane to program goals. 9. Acts as liaison to the MA Shellfish Officers Association (MSOA) and coordinates with MSOA Board of Directors to plan and implement shellfish constable training. 10. Assist the Program Lead and Administration in planning, budget preparation and service delivery. 11. Perform other duties as assigned. Qualifications Required at Hire 1. Thorough knowledge of shellfish biology, management, and marine bacteriology. 2. Thorough knowledge of NSSP requirements for growing area classification, aquaculture, relaying, tagging, laboratory, and depuration. 3. Demonstrated ability to plan and implement marine monitoring programs with significant ability to effectively manage concurrent program needs within defined timelines. 4. Working knowledge of sampling design and application. 5. Demonstrated ability to exercise effective supervision over scientific and non-technical personnel. Including training field personnel relative to shellfish sanitation methodologies, resource assessment and management and effective reporting. 6. Ability to analyze, synthesize, and present biological, fisheries, and policy data and information for the purposes of informing managers and constituents. 7.
