Gilead’s therapeutic areas of focus include HIV/AIDS, liver diseases, cancer and inflammation, and serious respiratory and cardiovascular conditions.Sr Director 340B Policy & AnalyticsThe Sr Director of 340B Policy & Analytics will serve as Gilead’s internal expert on 340B policy. This role will closely monitor the evolution of policy, advocacy, and data around the 340B program, and drive development of materials to support Gilead’s 340B advocacy and informal internal 340B discussions.Core Job Responsibilities:Develop ideas for and work with consultants on analyzes supporting Gilead’s position on the 340B program.Serve as an internal expert on 340B and related requirements for different types of covered entities.Develop advocacy materials for use on Capitol Hill, in States, with federal agencies, and other stakeholders.Lead or support development of comment letters about 340B, representing Gilead’s perspective.Represent Gilead at trade association (PhRMA and BIO) discussions of 340B, seeking to drive aligned positions on 340B reforms.Lead an internal GA&P working group on 340B, working with other functions.Partner with Gilead’s commercial team on 340B policy positions and communications.Present Gilead’s policy positions to policymakers to support federal and state advocacy on 340B.Track public 340B analyses to inform and improve Gilead’s advocacy position and materials.Work collaboratively with other members of the government affairs and policy team to provide insights and support when 340B interacts with other policy areas.Qualifications & Experience:BS or BA degree and a minimum of 14 years prior experience in policy, government, government affairs, or related, and a minimum of 12 years of relevant experience with an MS/MA or MBA. Experience in the biotechnology/pharmaceutical industry is preferred but not required.Strong understanding of 340B policy (including hospitals, grantees, and contract pharmacy), with 3+ years of 340B experience preferred.Understanding of the reimbursement system for medicines in the US, government policies that impact the pharmaceutical industry.Strong analytic capabilities, including an interest in understanding and incorporating new information into Gilead’s strategy and advocacy materials.Strong oral and written communications skills. This includes ability to draft advocacy materials that distill complex issues for policy makers.An ability to understand complexity while pulling important information out of details.Track record of external engagement with trade leadership, academic institutions, patient organizations and/or coalitions.A history of effectively prioritizing among complex and competing interests.Curiosity and interest in learning the nuances of the complex 340B program and covered entity regulatory requirements.Strong project management skills, with an ability to juggle multiple projects simultaneously.Demonstrates a professional demeanor, while maintaining a sense of urgency.Resourcefulness, creativity, humility, and an ability to work collaboratively in a fluid organizational environment.Demonstrated ability to focus on top organizational priorities, and rapidly respond to inquiries and requests from colleagues.Ability to work effectively in a matrix organization and lead with indirect authority.Willing and able to travel domestically (5-15%)The salary range for this position is: $237,660.00 - $307,560.00. Gilead considers a variety of factors when determining base compensation, including experience, qualifications, and geographic location. These considerations mean actual compensation will vary. This position may also be eligible for a discretionary annual bonus, discretionary stock-based long-term incentives (eligibility may vary based on role), paid time off, and a benefits package.
