MANAGER OF HOUSING SERVICES

Arcata House Partnership is a local non-profit addressing the needs of homeless families and individuals. Arcata House Partnership, is seeking an additional member of our management team to provide comprehensive and integrated housing management for the agency. The Manager of Housing Services will be fully accountable for all day-to-day property operations, landlord outreach, and tenant education. The ultimate goal is to house clients and facilitate their continued housing.

TITLE: Manager of Housing Services

REPORTS TO: Executive Director

POSITION DETAILS: Salaried, Exempt Full-time -Grant funded

DUTIES AND RESPONSIBILITIES:

ESSENTIAL JOB FUNCTIONS

Maintain accurate records of all community transactions and submit on timely basis, rent rolls, delinquency reports, move-in/move-outs, etc. Ensure that all rents and late fees/check charges are collected, posted and deposited in a timely manner.

Generate necessary legal action, documents and process in accordance with State, Federal, Program and Company guidelines.

Provide vendor/contractor communications concerning scheduling, billing, and vendor relations.

Recruit, collaborate with, and be the primary contact with landlords and the real estate community.

Ensure property is rented to fullest capacity. Utilize marketing strategies to secure prospective landlords.

Prepare and/or implement procedures and systems within agency guidelines to ensure orderly, efficient workflow.

Represent the company in a professional manner at all the times.

Assist with special projects or activities, including due diligence, property acquisition/disposition, serving on or participating in committees, organizations, functions, etc.

This job description may supervise staff and/or Maintenance Department.

CLIENT ENGAGEMENT DUTIES:

Income calculations: Income Calculations performed annually, or upon client/tenant income changes. Calculations must be along AHP guidelines, and include a letter to the client informing them of any rental amounts due, or of rental amount changes.

Rental Orientation: Orientation should be had with each newly housed, or relocated, client before housing is provided. This includes the following interactions:

Verbal explanation of the client’s participation within their assigned housing program.

Signing of Lease and and/or Sublease for clients new housing.

Verbal education and explanation of rules and expectations upon housing placement. This includes both AHP program, and potential landlords, rules and regulations.

Inspections: Monthly AHP Housing Inspections must be done to assure that use of space, cleanliness, safety, and comfort are all being held to standards. Annual property inspections must be done to assure that all rentals are habitable and safe environments for AHP clients.

Coordinate with clinical staff to solve tenant related housing issues.

Annual recertification done for each AHP client, and must be compatible with Federal Regulations.

Answering client questions, or addressing repair situations when requests are made.

Ultimate goal is to house clients and facilitate their continued housing.

PREFERRED QUALIFICATIONS:

Knowledge of HUD, State and Federal Housing Grants, Federal Housing programs, ADA, and Fair Housing Rules and Guidelines

Understand and maintain client confidentiality

Working effectively with a diverse population of clients in frequently stressful situations

Knowledge of local real estate and landlord networks

Supervision of Staff

Salary Range: $54,080.00 annually. Benefits include: sick, vacation, holiday, and health insurance.
