Do you have a minimum of two to five years of recent solid experience in gathering requirements and designing the applications? Are you able to effectively work with users to understand their business requirements and design applications to meet their business needs? This is an opportunity for you to have hands-on involvement in planning, designing and delivering the applications on various platforms. This includes preparing the cost benefit analysis and the project plan, documenting the various life cycle procedures, planning of the testing meeting the client needs.

DESPCRIPTION
Alameda County ITD is looking for a Business Analyst to join our team. The individual we are looking is a seasoned Senior Business Analyst with strong core skills, including communication, leadership, taking the initiative, and driving for results independently with minimal support from other team members. The Business Systems Analyst will also perform analysis and design activities on complex IT initiatives by eliciting, defining, validating and translating business functional, non-functional and information objectives, then validating them when implemented, as well as preparing status updates on a regular basis to all stakeholders.

JOB DUTIES
  • Assists in the preparing the feasibility studies, cost/benefit analysis, product evaluation, requirements gathering, functional specification and other analysis activities under the direction of senior technical staff.
  • Identifies, analyzes, and documents business requirements.
  • Interprets Department/Agency business needs and translates them into application and operational requirements.
  • Prepares functional specifications, designs and other documentation to any new systems or updates to existing systems.
  • Interact with the stakeholders regarding scheduling, requirements, design specifications, and other matters as required.
  • Acts as a liaison between a County department/agency and the technology teams.
  • Prepares test plans, develops test data and test procedures for those systems.
  • Collaborate and coordinate the team s activities with users, provide reporting and presentations as needed to stakeholders.
  • Authors a clear and concise documentation throughout the project life cycle.
  • Reviews existing customer procedures and workflows to prepare recommendations for changes to departmental business processes.
  • Take ownership of the assigned work and see it to completion


MINIMUM QUALIFICATIONS
Either I
Education: Possession of a Bachelor s degree from an accredited college or university with a major in MIS, Computer Science, Computer Engineering, or a closely related field.
And
Experience: The equivalent of two (2) years of full-time experience in the class of Infrastructure Services Engineer or an equivalent higher-level class in the Alameda County classified service supervising technical staff.
Or II
Experience: The equivalent of five (5) years full time experience designing, developing, analyzing, supporting, and implementing complex software systems.

PREFERRED QUALIFICATIONS
  • Expertise in gathering the user requirements and converting the functional and business needs into the technical design.
  • Demonstrated experience in coordinating/leading the testing efforts meeting the client needs.
  • Excellent communication skills both orally and in writing to communicate with business stakeholders and technical teams.
  • Able to setup any new process and champion the process.
  • Ability to clearly express Product Backlog items and ensuring Development Team understands items in the Product Backlog
  • Passionate about learning.
  • Willing and eager to adapt to new tools and process.
  • Demonstrate creativity and expedition in resolving complex problems/issues.
  • Being accountable for their deliverables.

SYSTEMS KNOWLEDGE
  • Good experience with project management and/or automated test methodologies.
  • Experience working with various tools such as Microsoft Office, Project, Test automation tool(s), any PM Tools.
  • Working knowledge in any technologies like Microsoft .NET, RDBMS, Business Intelligence Tools such as Power BI.
  • Experience in Cloud-based solutions such as Salesforce, DocuSign.
