Business Analyst (Portfolio Council Coordinator)

THOR Solutions is actively seeking a Business Analyst to act as Portfolio Council Coordinator, supporting corporate operations at NIWC Pacific in San Diego, CA. This role serves as a critical link between NIWC PAC Business Portfolio Managers (BPMs) and external organizations, facilitating joint events and ensuring seamless communication. The coordinator will manage project changes, conduct status reviews, and present findings to executive leadership. This position is ideal for someone with extensive experience in U.S. Navy and DoD program/project support and a proven ability to deliver presentations to high-level government civilian and military audiences.Typical Responsibilities:

Process Work Acceptance Agreements (WAA) for project revalidations, ensuring accuracy and timeliness. Prepare and verify documentation packages, route for approval, and track progress.

Coordinate and facilitate meetings and events, including generating documentation and briefs, maintaining charters, organizing agendas, running meeting calls/videos/demos, and facilitating onsite meetings, across events including: industry partner engagement calls, project status briefs, portfolio council reviews, and strategic sessions.

Monitor Project Portal queues and facilitate efficient progress through approval processes.

Validate project statuses bi-annually and ensure documentation accuracy.

Monitor and assist with budget generation and tracking.

Provide regular reports to NIWC executive leadership.

Maintain Tableau/SharePoint pages for easy access to meeting materials and schedules.

Serve as a primary point of contact for project changes, updates, and coordination.

Location: Full time onsite at NIWC PAC in San Diego, CA.Typical Physical Activity: Desk/computer work in an office environment. May involve: repetitive motion.Typical Pay Range: $28.00/hour - $32.00/hour.Security Clearance Required: This position requires a DoD Secret security clearance. A qualified candidate must either already possess an active or interim Secret security clearance (highly preferred); or be eligible to obtain a Secret security clearance prior to start.Typical Knowledge, Skills, and Abilities: 

High school diploma/GED equivalent.

An ideal candidate will possess additional relevant education such as a Bachelors or Associates degree in a related discipline, relevant professional certifications, or relevant military/vocational training.

At least five (5) years of recent, relevant professional experience in program/project support or business administration in a U.S. Navy or Department of Defense (DoD) environment. Experience should include:

General administration including managing paperwork and process approval tracking.

Delivering presentations and briefings to senior-level executives in a DoD environment.

Developing event schedules, preparing/collecting meeting materials, and facilitating meetings.

Strong proficiency with Tableau, Adobe Acrobat, and the Microsoft 365 suite (including SharePoint and Teams).

Strong communications skills. Demonstrated ability to communicate and work with executive leadership at NIWC such as the CO and XO, government civilians, industry partners, and active-duty military.

Additionally, an ideal candidate will also possess:

Prior experience with NIWC Project Portal.

Prior experience with NIWC business intelligence tools such as Quad Chart Database or BIRA.

Experience with Microsoft Power BI and Power Apps.
