Have direct accountability for writing/editing corporate experience, qualifications, and relevant experience aspects of the proposal:

Lead and author critically strategic proposal sections to enable evaluators to easily assess the breadth and depth of Deloitte's relevant experience in performing work of the same type, magnitude, and complexity

Provide strategic and tactical advice to senior leadership and client service teams in developing compliant and compelling responses, highlighting experience relevant to the solicitation, and reinforcing a deep understanding of the solicitation and clients' needs

Reinforce team members' experience relevant to roles, clearly articulating the vision of how they are integrated into the effort

Organize experience thematically, demonstrating knowledge of the SOW, understanding of the problem, and/or evaluation criteria, helping the evaluator understand the relevance of the project, subject matter experience and skills applied, and successes and challenges overcome

Ensure response is organized, clear, and concise for ease of evaluation; include use of matrices and exhibits to highlight relevant experience with respect to key areas of the solicitation and evaluation criteria

Ensure final content is aligned to overall win themes and capture strategy, and provides a clear and concise value proposition focused on the client's unique needs and operating environment

Develop winning Corporate Experience and Past Performance content for large, complex proposals for opportunities larger than $100 Million:

Analyze the unique requirements of large-dollar Federal solicitations, including Governmentwide Acquisition Contracts (GWACs), Indefinite Delivery/Indefinite Quantity contracts (IDIQs), and Blanket Purchase Agreements (BPAs), and prepare an appropriate response strategy

Provide expertise with complex solicitation types, such as Federal Systems Integration and Management Center (FEDSIM) proposals and Point Scoring proposals (such as GSA OASIS)

Research and compile contractual data and reports using Federal Government databases, including System for Award Management (SAM) and/or Federal Procurement Data System-Next Generation (FPDS-NG)

Sort and prioritize data using North American Industry Classification System (NAICS) and Product and Service Code (PSC) data, award types, contract/cost types, dollar obligations and options, DUNS/CAGE codes, and IDIQ/BPA Task Order collections, as applicable

For Point Soring proposals: analyze, score, and annotate contractual data, including Federal Government Standard Forms (such as SF-33 Award Forms), Statement of Work (SOW)/Performance Work Statement (PWS) files, Contract Modifications, FPDS-NG Reports, Contractor Performance Assessment Reporting System (CPARS) reports, project invoices, Individual Subcontracting Reports (ISRs), client POC correspondence and surveys, and relevant open source content

Analyze competitive intelligence data, and work closely with the Capture Manager and account leadership to shape the client's Corporate Experience and/or Past Performance requirements prior to solicitation release

Contribute to development of proposal sections by reinforcing experience and themes in understanding the problem, the technical approach, sample work plans, and management plans

Support development, perform interviews, provide analysis, evaluate, and develop content for Past Performance and Resumes per RFP requirements

Lead and collaborate with the proposal development team:

Act in a strategic role, from pre-RFP to oral presentation stages to enhance the likelihood of a win based on requirements and client knowledge

Brainstorm solutions with the proposal teams to provide experience-based advice with the ability to drive strategy and solutions that result in winning submissions

Coordinate with the account team and other teammates to tackle assignments in the most effective and efficient way possible; communicate with teammates in real time to ensure a consistent, streamlined document

Manage team members (of various specialties and at various levels of seniority) to develop responses that meet or exceed the needs of potential client

Demonstrate the capacity to bring creativity and original thinking to the framing and structuring of a compliant and compelling proposal content, by incorporating the answers to the client's true objectives of their RFP/RFI

Edit content for grammar, one-voice, words to avoid, in accordance with RFP requirements and Deloitte Quality Assurance standards

Provide the appropriate guidance concerning the required methodologies, procedures, tools, and templates to support GPS proposal development efforts - as directed by Corporate Deloitte (brand and RFP/RFI compliant requirements)

Employ customized pursuit style guides, acronym lists and glossaries per RFP requirements and firm standards

Perform management of immediate team members, when acting as the section lead or lead writer for a volume/section

Provide the ability to handle multiple, concurrent projects; adjust to shifting priorities, stringent deadlines, last minute requirements, and frequent evening/weekend hours to accomplish tasks within non-negotiable client deadlines

Contribute to the development of Deloitte's proposal team:

Make significant contributions to the development and continuous improvement of proposal management processes, tools, and templates

Collaborate with all levels and individuals of each proposal team

Support positive teambuilding

Take and conduct training, as appropriate

Continue to refine and improve proposal sections and responses

Qualifications

Required

8+ years work experience

Experience developing Corporate Experience and Past Performance responses to large complex pursuits

Experience developing Corporate Experience responses for large-dollar, complex assisted acquisition proposals (e.g., FEDSIM, GSA Regional/APEX, etc.)

Experience developing Relevant Experience Project responses for large Point Scoring proposals (such as OASIS and Alliant 2)

Ability to use SAM and/or FPDS-NG to generate detailed reports and analyze complex project data

Bachelor's degree with preferred concentration in Business, English, Journalism, Marketing or Communications or equivalent work experience.

Experience in public speaking and presentations

Proficiency in Microsoft Word, Teams, SharePoint, PowerPoint and Excel

Limited immigration sponsorship may be available

Ability to travel 0-10%, on average, based on the work you do and the clients and industries/sectors you serve

Preferred:

Training in formal capture/proposal methodologies

Knowledge and experience in industry-wide best practices in proposal management

Knowledge and understanding of Federal, State, and Local government procurement regulations and practices (including FAR and DFAR)

Demonstrating the ability to manage time, writing, editing, and people with collaborative skill levels

Understanding of standards for editing and proposal writing

Experience analyzing and scoring contractual documents, such as SF forms, SOW/PWS files, CPARS, ISR reports, subcontract agreements, invoices, and client surveys.

Excellent communicator - both written and oral

Experience leading teams in discussions or brainstorming approaches for proposal sections/approaches

The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case.
