QGOV is seeking a Manager, Property Administration to lead a team of property professionals and oversee property activities related to compliance of Government and/or Customer Property required by Federal Acquisition Regulation (FAR) and Contract terms and conditions to support effective and efficient management of equipment, materials, and other assets for highly strategic, complex Government programs.The Manager, Property Administration is also responsible for leading the Property Team to ensure adherence to Qualcomm’s Corporate policies and procedures for managing assets full lifecycle from acquisition to disposal.This position is responsible for interfacing with all cross-functional personnel. This position must act as a strong liaison with internal and external customers, keep alignment with all, and also participate in strategy development and resolving Government property issues.Responsibilities include, but are not limited to:

Assure compliance to contract requirements, regulations, and Qualcomm policies and procedures for managing customer and company property.

Support property control activities to ensure continual accountability of Government, associated contractor, or company property is in accordance with applicable Government regulations and/or company policy.

Work with cross-functional team to support material and manufacturing activities to ensure compliance and proper tracking and accounting.

Internal lead and direct interface with Government agencies on Government Property Audits.

Write a moderate amount of correspondence to internal and external customers.

Drive property close-out activities through the internal Governance Board, and estimate cost for close-out activities, including disposal.

Work with cross-functional departments to disposition and dispose of company owned assets.

Research regulations and best practices.

Generate and provide accurate and timely property status reports, metrics and PowerPoint presentations for management and internal and external customers.

Responsible for resolving complex systems problems. Analyze current practices for deficiencies and determines potential corrective actions.

Develop practical and economical solutions to property problems with a high complexity in compliance with given requirements.

Comply with Environmental Health &Safety (EH&S) Policy and applicable regulatory and company EH&S rules and requirements, and support EH&S efforts to improve practices.

Plan and oversee assignments of direct reports.

Monitor charging of direct reports to ensure compliance with company and Government requirements.

Support Property awareness and training of site personnel.

Support site level policy reviews and work instructions as applicable.

Applicants selected will be subject to a Government security investigation and must meet eligibility requirements for access to classified information.Must be a U.S. citizen. Top Secret level U.S. Government Security Clearance required. Minimum Qualifications

Active Top-Secret clearance.

Bachelor’s degree and 4+ years of relevant property experience, OR high school diploma or equivalent and 6+ years of relevant property experience with 2+ of those years involving leadership experience.

Ability to manage and lead direct reports and matrixed employees on and off-site.

Sound leadership, problem solving and critical thinking skills, ability to exercise independent judgment and manage complex tasks and projects.

Knowledge of FAR and basic understanding of DOD, and commercial OTA contracts pertaining to property management.

Strong oral and written communications skills.

Professional demeanor and ability to multitask.

Ability to work in team environment.

Ability to quickly become proficient with systems and tools.

Preferred Qualifications

NPMA Certifications- CPPS and CPPA or willingness to acquire.

Experience with:

Government property tracking databases.

Oracle inventory management.

Jira ticketing systems.

Microsoft Office applications, including Excel, PowerPoint and SharePoint.

Web-enabled tracking databases.

Property FAR part 52.245-1 and 45, DFARS part 245 and other contract clauses impacting Government property.

Government contracts- classified and unclassified.

Material and manufacturing experience.
