Summary This position is located at the Morale, Welfare and Recreation Program Office (CNRWS). Incumbent is responsible for the complete coordination of design, criteria, planning, and construction of appropriated and non-appropriated funded projects and management of all facilities assigned to MWR including management and supervision of work to keep building and capital equipment in good repair, developing and managing construction of in-house self-help construction projects. Responsibilities 1. As Project Manager for design or other engineering services, the incumbent performs administrative and technical project management. As Project Manager for projects performed in-house (MWR), ensures that siting and concept planning are compatible with the activity master plan. Plans and participates in conferences to decide on functional requirements for assigned projects. Identifies areas of special concern pertaining to the specific project, environmental impact, energy conservation, economic analysis, safety, physical handicap criteria, activity maintenance procedures and policies, site utility adequacy, connections and outages, etc. Coordinates technical and administrative requirements with local, state or other authorities when necessary, obtaining necessary approval actions. Reviews established regulations, codes, standards, schedules and priorities. Convenes and attends such meetings with concerned personnel and agencies as required to effectively decide on the optimum course of action. Develops or coordinates development of necessary designs, specifications and cost estimates. Performs planning, scheduling and coordination necessary to assure that the design is complete within the design budget and the allotted construction budget. Makes field investigations during construction involving difficult problems such as changes in design due to latent conditions and interfaces new work with existing structures and/or those under construction. Analyzes and interprets contract drawings and specifications to determine the extent of the contractor's responsibility under the provisions of the contract. Recommends solutions to controversial situations including those which are due to misinterpretation of contractual and engineering terms and provisions. Reviews and evaluates proposed change orders, recommending approval or disapproval. Prepares Government estimates used in negotiating cost of approved changes. Provides technical review and recommendations for the resolution for contractor claims. 2. Performs design and develops the construction drawings and specifications for civil and structural engineering systems, such as parking lots, construction or structural rehabilitation of existing buildings, support structures, playgrounds, roofing systems and other similar projects. Projects may include additions and renovations to existing structures and/or new construction. Structures typically include Childcare Center, Clubs, Food facilities, Golf Course, grounds and other athletic recreation buildings and sites. Work includes most or all of the following functions: Monitors construction, ensuring that all aspects of the project are constructed in accordance with contract plans, specifications and appropriate building codes. Provides technical liaison as necessary with respect to the specifications or statement of work to assure all work performed is within the scope of the contract. Confers with the construction contractor and design engineer to resolve problems or latent conditions that may arise during construction. Based on the problem or condition, prepares sketches or change drawings and specifications solving the problem or condition. Incorporates change documents into contract performance documents. Analyzes and coordinates requested design or construction changes which occur after the contract is awarded. Ensures that changes in costs, quantity, scope, schedules, design, or any other terms and conditions of the contract are coordinated or approved, as appropriate, Monitors the contract to assure the proper utilization of government funds. Brings any significant deficiencies to the attention of the Contracting Officer. Makes recommendations of corrective/preventative measures as appropriate. 3. Management and Operations Assignments. The incumbent serves as one of the staff advisors to the MVVR Site Managers and Regional Managers. Based on professional expertise, furnishes advice on the efficient utilization of the machinery, equipment, and personnel, Provides guidance for making changes as a result of reorganizations, expansions, realignments in the MWR mission, and broad instructions received from higher headquarters. Develops or selects techniques for measuring the efficiency of production activities. Serves as the technical authority and coordinates the function with other related activities, engineering functions, quality control, plant maintenance, safety, storage, etc. Resolves controversial questions resulting from these studies. Requirements Conditions of Employment Qualifications Must have the experience and ability to proficiently utilize Computer Aided Drafting programs. Must have experience in developing construction cost estimates. Practical knowledge(s) of civil/structural/ architectural engineering concepts, principles, and practices applicable to the full range of duties concerned with the design, layout, and construction of facilities structures such as retail buildings, childcare centers, auto hobby shop, recreational facilities including golf courses, bowling centers, etc. Technical familiarity with related engineering fields, such as electrical, mechanical, and architectural. Knowledge of review and evaluation techniques and contract specifications. Knowledge of laws and regulations regarding the contracting of government A-E services, as well as the contractor selection process. Knowledge of laws and regulations regarding the contracting/procurement of government services, as well as knowledge of the product expected. Knowledge of building, safety and environmental codes and regulations. Knowledge of organization, budgeting, planning, and project management techniques. Ability to coordinate the work of others and motivate and load individuals of a variety of backgrounds. Comprehensive knowledge of facilities layout to perform complete projects to improve the arrangement, reassignment or locations of materials, equipment, and personnel. Professional knowledge of industrial engineering concepts, principles and practices applicable to the full range of engineering duties associated with broad or complex engineering studies or projects.
