ResponsibilitiesThe successful candidate and their procurement team will be responsible for acquiring goods and services to support our Government customers. The candidate will use their expertise in supply chain management, vendor management, and negotiation to ensure cost-effective procurement and timely delivery of goods and services. As the team manager, the candidate will be expected tomanage multiple projects and direct the work of others while applying their expertise and experience. The candidate will manage and mentor a team of 3-5 buyers as direct reports,guiding their work and professional development to enable employees to reach their potential and to create high performing teams.Job Responsibilities:

Work closely with upper management to ensure consistency in execution of policies, processes, and procedures across buyers within Noblis and our subsidiaries.

Support compliance with Noblis policies and procedures to facilitate maintenance of approved procurement system status.

Manage multiple procurements for simultaneously on an independent basis. Procurements will consist of but not be limited to electronic parts, raw materials, assemblies/end items, services, and software. Procurements will be support of Noblis’ and Noblis’ subsidiaries’ contracts supporting the federal Government.

Manage procurement requirements for assigned programs through all acquisition phases while ensuring compliance with internal Noblis policies, processes, and procedures for direct procurement. This includes, but is not limited to, preparation of RFP/RFQ packages, analysis and evaluation of proposals, selection of vendors, drafting and negotiation of purchasing terms, and ongoing purchase order and vendor administration.

Assist and support the team with terms and conditions and other areas subject to negotiation between Noblis and suppliers.

Manage relationships between procurement group and internal materials management team, internal receiving team, and external suppliers.

Communicate, diagnose and facilitate consensus in a variety of situations setting clear expectations for execution.

Help generate, track, and utilize metrics to support procurement process improvements.

Partner with and train Noblis internal customers on Noblis procurement policies, processes, and procedures.

Identify opportunities for process improvement within the procurement area and implement industry best practices.

Ensure compliance with internal small business requirements.

Support and assist with department-wide systems or process initiatives.

Foster an environment of trust, growth, and innovation across the team.

Partner with employees to create and execute performance and development plans providing career progression and learning/development opportunities.

Provide ongoing, timely and candid performance feedback.

Identify, attract and develop qualified staff, while proactively managing performance.

This is a Hybrid role.Required Qualifications

Bachelor’s degree and a minimum of 8 years OR Master's degree with 6 years; OR PhD degree with 4 years of procurement experience in a government contracting environment.

This position requires a government security clearance, you must be a US Citizen for consideration.

Ability to obtain a DOD Secret clearance.

Two years of experience leading a team or managing staff.

Experience working with all types of orders including services, goods, and software.

Experience negotiating terms and conditions.

In-depth knowledge of and experience working with commercial terms and conditions.

Self-motivation.

Desired Qualifications

Active DOD Secret clearance or a higher level is highly desired.

Desire to assist with systems implementation and continuous improvement.

Experience with Microsoft PowerBI.

Excellent communications skills, both written and verbal.

Excellent organizational skills.

Strong background in compliance

Systems-oriented mindset with a desire for helping manage and analyze data to assist the procurement organization.

Recent experience with Word, Excel, and Adobe.

Experience supporting multiple programs/internal customers simultaneously in a dynamic environment.

Family Advocacy Program (FAP) case management includes the identification, reporting, safety planning, psychosocial and risk assessments, treatment planning, treatment, referral, and follow-up of intimate partner violence and child abuse allegations for active duty military members and their families. Cases may involve multiple difficult and complex family problems including dual diagnoses, violence and impulsivity, suicidal and homicidal ideations and/or attempts, and a variety of other mental health problems. The incumbent also provides assessment, safety planning, case management, treatment, and referral for Problematic Sexual Behavior in Children and Youth (PSB-CY). The incumbent facilitates support groups, offender treatment, and seminars/training focused on both prevention and intervention. The incumbent occasionally provides individual, couples, family, and group counseling to active duty personnel and their families. Clinical counseling typically addresses life stressors, family dynamics, and adjustment to military life. Clinical counseling includes the psychosocial assessment of individuals, development of treatment plans, treatment delivery, and appropriate referral.
