Purchasing Specialist

ResponsibilitiesNoblis is seeking to hire a Purchasing Specialist in San Diego, CAManage vendors, suppliers, and agents, obtaining quotes, ensuring deliveries, and resolving external issues. Present competitive data and profitability recommendations to senior management to develop merchandising plans. Track, analyze, and improve sales and margins to achieve business objectives. Conduct competitor and consumer research to identify trends, consumer needs, and growth opportunities. Prepare and process purchase orders. Purchase materials, supplies and services. Evaluates bids, selects and recommends suppliers and negotiates price, delivery, quality and service. Follows up on all awards until completion of order. Negotiates and settles with suppliers regarding damage claims, rejections, losses, return of materials, over shipments, cancellations and changes.Solve a variety of structured problems by applying professional standards and Noblis concepts and methodologies. Have knowledge of a particular area and a general awareness of other areas. Working independently with general instruction, apply intermediate skills to deliver high quality work products and services to support projects. Responsible for planning and managing project deliverables and engaging in open-minded interactions with clients and coworkers to deliver results. Responsible for expanding your capabilities in current work and leveraging opportunities to grow through interactions across the organization. Ensure appropriate documentation is provided to logistics and warehouse organization so that proper receipt is recorded. Review and approve supplier payment as needed. Must also have experience working with multiple contracting formats, including firm fixed price, cost reimbursable, and cost plus contracts. Must also possess knowledge pertaining to special payment provisions such as progress or performance-based payments. Applicant must understand the proposal process, pricing instructions, terms and conditions, and determine the adequacy of supplier proposals received.Essential Responsibilities:

Frequent use and general knowledge of industry practices, techniques, and standards. General application of concepts and principles. Demonstrates the skill and ability perform moderately complex professional tasks.

Develop solutions to a variety of problems of moderate scope and complexity.

Responsible for source selection from contract proposal to execution phases

Develop subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services

Prepare bid packages, conduct competitions for new and best value sources, analyze and evaluate proposals, negotiate subcontract provisions, select or recommend subcontractors, write award justifications and administer awards

Manage performance of subcontracts, ensuring compliance with all public law requirements as well as company policies and procedures

Employ sound business practices and assess supplier performance as part of follow up activities

Ability to interface directly with senior leadership and internal product team leads effectively

Evaluate and monitor supplier quality and reliability, as well as supplier ability to support required delivery schedules in conjunction with quality organization

Identify strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations

Manage and develop strategic vendors

Utilize process tools such as Lean Six Sigma with vendors to drive quality efficiency, and continuous improvement

Required Qualifications

Bachelor’s Degree and3+ years of professional experience in supply chain management, business and financial planning, contracts administration, project management, logistics, or other related fields; OR, High School and 9+ years of experience.

Strong verbal and written communication skills

Strong strategic, innovative, and critical thinking skills

Proficiency in Microsoft Office

Ability to obtain and maintain Secret clearance

Desired Qualifications

Demonstrated strong leadership skills as well as the ability to multi-task in a challenging environment

Possess strong time management and organization skills; Ability to keep multiple priorities moving forward

CMPro, CostPoint, and/or Cobblestone systems experience

Experience with Power BI Report Server

Certified Supply Chain Professional (CSCP) accredited by the Association for Supply Chain Management (ASCM), or Certified Professional in Supply chain Management (CPSM) accredited by the Institute for Supply Management (ISM)

The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours.
