In our hiring practices, we strive to build teams that reflect the diversity of our City and the populations we serve, promote racial equity and we urge qualified candidates of all races, ethnicity, sexual orientation, and gender identity to apply.POSITION DESCRIPTION:Under general supervision, the Housing Stabilization Program Manager at the Mayor’s Office of Housing, Community Development Division performs difficult and complex program planning work in the areas of community development, housing and/or housing development.The Housing Stabilization Program Manager will be responsible for implementing housing stabilization and anti-displacement strategies, as well as complementary eviction prevention and tenant right to counsel strategies. This includes oversight of the department’s emergency rental assistance programs as well as implementation of the Tenant Right to Counsel initiative.Duties will include managing the housing stabilization activities of the division, including overseeing a nonprofit grant portfolio; implementing the Tenant Right to Counsel initiative, with the goal of offering high-quality legal assistance to every San Francisco resident facing eviction; managing rental assistance and subsidy programs; managing the collection and analysis of data regarding eviction prevention, housing stabilization and displacement; assisting with drafting departmental policies in these areas; communicating and convening meetings with grantees in order to support, manage and coordinate their funded activities; representing MOHCD at inter-departmental and citywide meetings; assisting with presentations as appropriate to the Board of Supervisors and other public bodies; and supporting a collaborative department approach to managing constituent issues regarding housing stability and evictions.This position will report to the Director of Housing Services. This position will supervise 3 team members, two 9774 Senior Community Development Specialists and one 9772 Community Development Specialist, Rental Assistance Coordinator.The essential functions include: supervising staff; coordinating the development of major program areas; coordinating the implementation of activities with other government agencies, private corporations, and community organizations; reviewing, presenting, and discussing program, operational, or policy issues; reviewing and making recommendations regarding the annual work programs, operating budgets, and proposed activities of entities receiving funds; monitoring and evaluating the effectiveness of programs and funded projects; providing technical assistance and advice to staff; developing and implementing procedures to assure compliance with applicable laws and regulations; attending program or project-related meetings; preparing, reviewing and executing contracts and other necessary documents; meeting with agencies, key stakesholders and other relevant individuals; and working with confidential information. The Senior Community Development Specialist II at the Mayor’s Office of Housing also performs related duties as required.

Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work or criminal justice; OR

Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

Possession of a Ph.D. or Juris Doctor degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

SUBSTITUTION:

Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

Desirable Qualifications:

Experience in project management, including working with different governmental agencies and community organizations.

Experience in the fields of housing stabilization and eviction prevention services

Experience in analyzing and developing policies

Experience in program development and implementation

Experience in long-range strategic planning

Knowledge of San Francisco’s neighborhoods and social services infrastructure

Experience working in a government and/or non-profit setting, interacting with the development and implementation of programs that serve low-income communities

Experience offering technical assistance to non-profit organizations

Experience in speaking effectively before individuals and groups in both government, non-profit and community settings

Experience in facilitating effective collaboratives between non-profit institutions

Experience in developing public-private partnerships

Experience in program evaluation

Basic knowledge of non-profit financial systems

Proficiency in operating computers using Windows-based programs, including word processing, spreadsheet and database software in a standard indoor office environment

Excellent interpersonal, written and verbal communication skills, including the ability to write clear and concise reports, recommendation and correspondence
