May provide technical supervision to staff.Note: There are currently two vacancies for this classification, with one vacancy residing in the Employment & Selection Division and the other vacancy residing in the Labor and Employee Relations Division. The eligible list that is established from this recruitment will be used to fill permanent, full-time, limited-term, benefitted and as-needed positions for this classification.Representative DutiesREPRESENTATIVE DUTIESPerforms technical and complex clerical work related to the processing of employee assignment information and other employee data, including creating, inputting, and maintaining a variety of personnel-related records, files, and data utilizing integrated record-keeping systems, computerized databases, and manual records; reviews records for completeness and compliance with applicable requirements.Interprets, applies, and explains laws, rules, policies, practices, and memorandums of understanding pertaining to human resources practices to employees and the public.Assists in the review, development, and implementation of procedure related to manual or automated record keeping and other operational activities to improve and ensure efficiency of services.Prepares a variety of reports required for federal, state, and local use; compiles information, conduct surveys, and respond to requests for information.Provides paraprofessional and clerical assistance to professional staff involved in recruitment and selection activities, including maintaining applicant and examination data in the applicant tracking system, screening for minimum qualifications; changing applicant statuses in the application tracking system; performing data queries and producing reports; preparing and distributing job bulletins and examination materials, and proctoring tests.Tracks, maintains, logs, and files a variety of human resources materials; receives and processes performance evaluations.Performs other duties as assigned.RequirementsMINIMUM QUALIFICATIONS:Knowledge, Abilities and Skills:Knowledge of:Modern office practices and proceduresGeneral practices and principles associated with performing personnel transactionsWeb-based HRIS, applicant tracking systems, and other HR-related systems and applicationsOrganization and functions of the CitySources of information needed to prepare, verify, and correct personnel recordsOffice productivity computer applications including word processing, spreadsheet, email, and databasePrinciples and procedures of records management, including those related to maintaining filing systemsMethods and techniques of proper phone etiquetteBasic mathematical principlesFundamentals of English grammar, spelling, and compositionPrinciples and practices of sound business communicationCustomer service and public relations methods and techniquesAbility to:Learn City's personnel practices and proceduresLearn, understand, interpret, and explain basic provisions of the civil service code, City policies and procedures, and memorandums of understanding Review words and numbers quickly and accuratelyExplain various personnel department procedures to others clearly and accuratelyCommunicate effectively, both orally and in writingUse the City's HRIS and on-line applicant tracking systemsReconcile figuresMaintain accurate records and filesFollow oral and written instructionsOrganize and prioritize work assignmentsMaintain confidentiality of informationWork independently with frequent interruptions and changing or competing deadlinesEstablish and maintain effective and cooperative working relationships with City employees and thegeneral publicProvide effective customer serviceSkill in:Dealing effectively with persons of various social, cultural, economic, and educational backgrounds using tact and discretionREQUIREMENTSMinimum Qualifications:A. Graduation from high school or evidence of equivalent educational proficiency, preferably supplemented by coursework in human resources, business administration, public administration, or related field AND three years of experience performing complex technical/clerical functions requiring the entry, review, and maintenance of electronic data stored in a database, preferably in support of human resources activities. B. An associate degree from a recognized college or university, preferably including or supplemented by coursework in human resources, business administration, public administration, or related field AND two years of experience performing complex technical/clerical functions requiring the entry, review, and maintenance of electronic data stored in a database, preferably in support of human resources activities.C. A bachelor's degree from a recognized college or university, preferably including or supplemented by coursework in human resources, business administration, public administration, or related field AND one year of experience performing complex technical/clerical functions requiring the entry, review, and maintenance of electronic data stored in a database, preferably in support of human resources activities.D. A bachelor's degree from a recognized college or university in public administration, business administration, human resources, or a related field.Licenses and Certificates:Possession of or the ability to obtain and maintain a valid Class C driver license or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.Supplemental InformationHOW TO APPLY: All applicants must submit an online City application and required supplemental questions to be considered for this position.
