The beauty and weather combined with a wonderful quality of life are among the many reasons our residents choose to call Ventura County "home."THE AGENCYThe primary goal of the Resource Management Agency is to protect the health, safety and welfare of the general public through administration and enforcement of County ordinances, Board policy, and state and federal laws regarding land use, and commercial and environmental regulation.THE POSITIONUnder immediate (I) to general (II) supervision, performs work at a public counter in assisting customers with information and processing of building permit applications, payment of fees, handling construction documents, verifying agency clearances, and issuing building permits to the general public. Works with a variety of customers, including home owners, business owners, professional contractors, designers, architects, engineers, and land developers. Will assist customers with simple construction-related questions and general information pertaining to local construction regulations.Ideal CandidateThe ideal candidate will have two (2) years of work experience in a Government agency or in the private sector directly involved in working with government agencies and their regulatory process such as permit processing, or a related function; an Associate's Degree in Construction Technology or related field or certification by the International Code Council as a Permit Technician; basic knowledge of building construction methods and materials; excellent communication skills in handling customers expeditiously and professionally; strong organizational skills; cash handling experience; and strong team player experience.DISTINGUISHING CHARACTERISTICS:RMA Technician I - Building and Safety is the entry level position in the Building andSafety job series. Incumbents are expected to develop a variety of skills and abilitiesand are gradually given more responsible assignments with less supervision until theyare proficient enough to be assigned to the II level.Payroll Title: Resource Management Agency Tech I/II-Building & SafetyApproximate Salary:Resource Management Agency Tech I-Building & Safety $20.61 - $28.78 per hourResource Management Agency Tech II-Building & Safety $22.09 - $30.84 per hourEDUCATIONAL/BILINGUAL INCENTIVE:Incumbents may be eligible for an educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.The Resource Management Agency, Building & Safety Division, RMA Tech I/II-B&S are represented by the Service Employees International Union (SEIU). The RMA Tech I/II-B&S are eligible for overtime compensation.Examples Of DutiesDuties may include, but are not limited to, the following:

Reviews and processes permit applications and agency clearances for construction projects to ensure they are complete and accurate.

Collects and processes construction documents for review by other Department staff.

Issues building permits and other Building and Safety permits for construction.

Calculates and collects fees and assessments for construction projects.

Maintains building department files and records.

Advises the public regarding applicable ordinances, policies, and requirements.

Tracks the status of permit applications.

Performs research for special projects related to division records.

Assigns street address numbers for new buildings.

Assists with scheduling inspections for inspection staff, when necessary.

Processes electronic documents submitted by customers.

Performs other related duties as required.

Typical QualificationsThese are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.EDUCATION, TRAINING, and EXPERIENCERMA Technician I - Building and Safety:Some experience which has led to the acquisition of the required knowledge, skills andabilities. The required knowledge, skills and abilities also can be obtained by at least sixmonths related experience with a governmental agency or specific college coursework.Desirable experience and knowledge would also include computer data entry,International Conference of Building Officials (ICBO) certification, and code-relatedcollege coursework.Substitution for Resource Management Agency Technician I - Building and Safety: Other special training/experience pertinent to the specific tasks may be considered if appropriate to the position.Resource Management Agency Technician II - Building and SafetySome experience which has led to the acquisition of the required knowledge, skills and abilities. The required knowledge, skills and abilities also can be obtained by at least twelve (12) months of experience as a RMA Technician I or twelve (12) months experience with another building department in a similar position.NECESSARY SPECIAL REQUIREMENTS

Possession and maintenance of a valid California driver license.

DESIRED

Two (2) years of experience communicating with the public, clearly and effectively, both orally and in writing.

Two (2) years of experience working in a government regulatory function involving a high volume of interactions and services.

Two (2) years of experience working at a public counter in view of the public.

Two (2) years of experience reading and interpreting blueprints, construction plans, specifications, and construction related documents.

Certification from the International Code Council (ICC).

Two (2) years of experience working in a team environment.

Two (2) years of experience handling cash and making change, including end of shift reconciliation experience.

Related college coursework.

Two (2) years of experience with Geographic Information Systems (GIS).

Six (6) months experience working with an electronic plan review system or CAD.

Associates or Bachelor's degree in a related field.

KNOWLEDGE, SKILLS and ABILITIES Some (I) to working (II) knowledge of: the codes, ordinances,policies and procedures related to the issuance of building permits.Some (I/II) skills in: construction methods and terminology; dealing with the general public,architects, engineers and contractors in a courteous and tactful manner.Some (I) to working (II) ability to: read and interpret blueprints, maps, calculations and soil investigation reports and communicate effectively orally and in writing.Both Levels: Basic computer skills with MS Office; Some skills with reading plans using Computer Aided Design (CAD), or similar software.Supplemental Information:While most of the positions work primarily indoors in an office environment, dependingon position and/or assignment, incumbents may be required to work outdoors andoccasionally be exposed to inclement or hazardous conditions requiring moderate toheavy physical activities.
