Salary Note:Although the entire salary range is listed on this job announcement, appointments are typically made between the salary minimum of $7,460 and midpoint of $9,700.Description of JobWork Unit The Land Use Planning work unit exists in the Community Development Office (CDO) section of the Division of Local Government. This work unit is responsible for providing guidance, resources and direct technical assistance to local and regional governments to comply with land use requirements in state statute. Through housing needs assessments and action plans, accessory dwelling unit requirements, parking requirements, transit oriented community planning requirements, etc., the result is more affordable housing and strategic growth in Colorado communities. Position The Land Use Technical Assistance Unit Manager oversees the daily management of the unit functions as well as supervision and guidance of the technical assistance team. Focusing primarily on three programs created in the 2024 legislative session, the position will lead the team to ensure statutorily required deadlines and deliverables are met, as well as local and regional governments are successful in meeting statutory requirements in a way that helps them meet their local objectives. The three new programs are:
Sustainable Affordable Housing Assistance Program (SB 24-174)
Housing in Transit Oriented Communities (HB24-1313)
Accessory Dwelling Units Program (HB24-1152)

Primary Duties include (but are not limited to):
Manage Community Development Work
Provides leadership with assigned projects or contracts within the team to advance existing programs and establish strong working relations with key partners ;
Ensure compliance with laws and regulations relevant to programs;
Provides expertise and training to stakeholders, applicants, grantees and employees;
Programmatic oversight of appropriations, research, analysis and reporting mechanisms.
Program Development/Planning
Serve as the subject matter expert in local government land use planning and for state contractors in using funding resources, data collection and general operation of planning for affordable housing programs;
Develop innovative solutions to ensure success of the unit while establishing strong working relationships with key partners.
Strategic Communication
Meets with stakeholders to share and inform program objectives while developing and supporting activities, programs and plans;
Manage cohesive partnerships by facilitating public and private cooperation with stakeholders;
Utilize creative approaches to facilitate projects while effectively engaging stakeholders in a manner that earns public trust and accountability.
Supervision and Implementation
Formally supervise employees by mentoring, resolving conflict, determining the work schedule, determining performance objectives, evaluating performance and implementing strategies for staff development;
Provide guidance to the team and assist in the work to review local and regional government submittals for acceptance and certification, providing feedback, assistance, and conflict resolution as needed;
Implement plans to ensure local and regional governments meet statutory requirements by providing educational and technical guidance and data analysis/support;
Implement and provide progress updates on the specific statutorily required land use and housing planning work of the department to ensure all deadlines and deliverables are met.

OR Education and Experience: Bachelor's degree from an accredited institution in Urban & Regional Planning, Geography, Sustainability, Transportation Planning, Environmental Science, Public Administration, Political Science, Public Policy or a related field as determined by the department. AND Four (4) years of professional experience as described above. OR Master's degree from an accredited institution in Urban & Regional Planning, Geography, Sustainability, Transportation Planning, Environmental Science, Public Administration, Political Science, Public Policy or a related field as determined by the department. AND Three (3) years of professional experience as described above.
