DescriptionWe are seeking to hire a Director, Program Manager to be responsible for leadership, delivery, and oversight of ICF’s engagement serving the United States Department of Agriculture (USDA). In addition, you will be responsible for developing and managing relationships with clients to ensure close collaboration on existing engagements and to develop future business opportunities.The ideal candidate will be a strong leader who combines an entrepreneurial mindset and practical 'get it done' work style with deep subject matter expertise in IT solution delivery including business requirements, software design, development, and implementation, agile program and project management, and quality assurance. Exposure to large scale federal programs and initiatives and services, managed services, or information technology operations is fundamental to this position. Applicant must possess superb communication, analytical and time management skills. In addition, they must demonstrate ability and desire to continually learn new technologies in a changing environment; analytical and problem-solving way of thought; overall resilient, flexible, and enthusiastic personality.This role is either office-based in Reston, or hybrid. Only candidates in the Washington DC metro area will be considered.Key Responsibilities:Customer Delivery Excellence

Serve as the single point of leadership across multiple Programs and own end-to-end accountability for Program delivery by driving engagements/programs to successful completion - current program involves supporting enterprise modernization efforts for multiple systems.

Oversee Project Managers and provide leadership and guidance on delivery excellence

Engage with client leadership to ensure proper expectation settings

Manage project teams’ daily activities, projects and tasks to focus on adhering to best practices, high standards, and on time delivery to the customer.

Manage customer expectations and maintain constant contact with the customer base at several levels to solicit feedback, resolve issues, and ultimately achieve customer satisfaction through proactive communications.

Anticipate and identify potential problems or risks for both the project and present alternative solutions to problems.

Ensure agile methodologies enforce project standards throughout the duration of the Program.

Business Development and Account Management

Foster positive client relationships to help identify new business opportunities at dedicated agencies within the Federal space.

Develop customer relationships with executives and senior agency leadership.

Lead capture and business development efforts within agency

Leverage existing relationships to identify areas for growth and prospective partners

Participate in the preparation and review of technical and cost proposals.

Network and identify new channels for exposure of the company to prospective clients.

Organizational Leadership

Participate in recruiting, training and professional development programs.

Collaborate with other program managers to enhance the corporate operations and infrastructure.

Requirements:

7+ years of agile IT program management experience

3+ years of recent experience managing projects for USDA customers.

US Citizenship is required (required by the federal government for this position).

Must be able to obtain Public Trust clearance.

MUST RESIDE IN THE United States (U.S.) and the work MUST BE PERFORMED in the United States (U.S.), as this work is for a federal contract and laws do apply.

Preferred Qualifications:

Bachelor’s degree

Preferred certifications: PMP, CSM, Scaled Agile

Proven track record of growing business at government agencies, specifically in an “other than small” environment

Proven track record of identifying new business, either on contract or as a new opportunity, and leading capture on this work

Proven track record of leading enterprise-scale, complex technology projects successfully using Agile methodology

Previous people leadership and management skills, including direct experience leading, managing, and mentoring teams of analysts and developers

Experience with agile software modernization efforts

Successful track record of delivering programs on scope, on time, on budget, on quality and on benefit

Demonstrated ability to manage the details of programs / projects in order to drive them to fruition

Excellent communication, collaboration, team building and relationship management skills

Ability to communicate to business partners, senior executives, and strategic partners

Capable of gaining support for initiatives through influence and use of business rationale

Proven ability to make and implement tough decisions

Prior experience serving as a consultant to government clients
