Summary This position is located in the Bureau of European and Eurasian Affairs and Bureau of International Organization Affairs, Office of the Executive Director, Human Resources Division (EUR-IO-EX/HR). Responsibilities Provides comprehensive recruitment and placement advisory service for a full range of current and proposed recruitment requests. Plans and carries out a wide range of recruitment, staffing, and placement functions in support of the assigned organizations. Provides general HR advice to employees; explains staffing policies, procedures, and automated processes; and provides technical assistance to management officials. Provides management advisory services that includes guidance on a wide range of staffing and recruitment policies, procedures, and program requirements requiring comprehensive knowledge of the full range of recruitment & staffing. Analyzes significant HR management issues and problems related to recruitment/staffing and plans and conducts comprehensive studies to review and evaluate the process. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: - Experience providing authoritative management advisory services, which includes researching, analyzing and evaluating the issues, determining applicable precedents, recommending innovated methods and strategies to resolve complex integrated human resources problems, and identifying the most effective approach. - Experience drafting a variety of reports, letters, memoranda and other correspondence on a full range of sensitive management issues. - Experience working with hiring managers to develop a recruitment strategy that will attract a highly qualified diverse applicant pool that meets the needs of the organization.
