Summary This serves as public notice for the use of OPM\'s Direct Hire Authority. Applicants who meet the qualification requirements will be forwarded to the selecting official for consideration. These positions are in the Office of Assessment & Authorization, Cyber Operations Directorate, Diplomatic Technology (DT/DCIO/CO/AA), in the U.S. Department of State. Responsibilities Develops, analyzes, implements, validates, and verifies Departmental cybersecurity products and processes, analyzes effectiveness of new systems authorization methods and techniques. Reviews proposed new systems, networks, and software designs for their potential security risks, recommends appropriate risk countermeasures and resolves major integration issues related to the integration of new systems and applications. Provides IT Cybersecurity Project Management support for all Information Assurance activities related to systems certification in an assigned Bureau. Serves as subject matter expert for assigned Bureau\'s authorization functions, and acts in this capacity to provide guidance to Bureau systems owners on aligning current and future technologies. Leads, plans, organizes, conducts, and participates in IT security working groups, committees and panels that are designed to improve the quality of the Department\'s vital IT cybersecurity programs. Requirements Conditions of Employment Qualifications Applicants must meet all the qualification requirements described below by the closing date of this announcement. Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards. Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs. Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience. Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions. AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience developing and interpreting information assurance policies, procedures, and strategies governing the planning and delivery of services. Experience with IT project management and the Risk Management Framework (RMF) to develop plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments. Experience analyzing new IT cybersecurity system and providing recommendations to management. NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Summary The position is in the U.S. Agency for Global Media (USAGM), Office of Technology, Services, and Innovation (TSI), Global Network Division (T/CN). The Global Network Division plans, delivers, and maintains USAGM voice/data and content distribution networks. This includes exchanging broadcast content with all USAGM broadcast entities and supporting the delivery of final broadcast content to the USAGM global audience. Responsibilities As a Senior Network Engineer, you will be responsible for duties to include, but are not limited to: Serves as a program office subject matter expert for IP (Internet Protocol) network technologies used for voice and data service delivery ISO production, content distribution, and cloud service delivery supporting the USAGM mission. Plan and implement operations and maintenance plans for IP network service delivery, including both IPv6 and legacy IPv4. Lead complex network service delivery projects including analysis, design, installation, implementation, support, and training. Lead the implementation of new network infrastructure, including installation, configuration, and testing of hardware and software components. Analyze USAGM\'s existing IP network infrastructure and identify areas for improvement to ensure alignment with current and future broadcasting needs. Provide senior-level technical support for computer, server, LAN, WAN, data center, and cloud network service delivery-related issues, problem analysis, resolution, and training. IT Specialist (Network) Specialized Experience: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-13 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. Conducting IP network technical analysis and determining requirements for projects. Leading IP network projects from planning through implementation. Leading resolution of network issues in IP service delivery such as in LAN (Local Area Networking), WAN (Wide Area Networking), SD-WAN (Software Defined WAN), Optical Networking, Wireless Networking (WIFI), remote access, data center, and cloud service delivery; Implement network security tools, systems and infrastructure including firewalls, VPN and remote access solutions, MFA, identity policy management and enforcement systems, and zero trust architectures; Demonstrated experience and familiarity with both IPv6 and legacy IPv4 network protocols; and Providing expert technical guidance and troubleshooting on critical IP network issues and incidents. Summary The Federal Retirement Thrift Investment Board (FRTIB) is looking for a highly qualified and motivated individual to serve as a Benefits Specialist. This Job Opportunity Announcement (JOA) may be used to fill other Benefits Specialist, GS-0301-12 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience. Responsibilities This vacancy is also being announced concurrently with vacancy announcement FRTIB-25-MP-013-12640731 under merit promotion procedures. The major duties of the position are: Receives escalated inquires that TSP participants, beneficiaries, and third parties have sent to the FRTIB via a variety of communication channels including emails, letters, phone calls, and social media. Reviews exception processing and appeal requests forwarded by recordkeeper and retirement plan participants, gathers pertinent case data and facts to present recommendations to FRTIB management. Memorializes precedent decisions for recordkeeper\'s future use in deciding exception processing requests. Escalates priority cases to recordkeeper for urgent attention and initiates root causes analysis. Specialized experience is defined as:(1) Ability to research, compile, and analyze retirement plan participant information and data from a variety of sources; and (2) draw conclusions, summarize results, and make appropriate recommendations; and (3) In-depth knowledge of retirement plan recordkeeping case management systems, or retirement plan contact center service processes, or retirement plan loan, or withdrawal, or death benefit transaction processes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
