OverviewGovCIO is currently hiring for a Test Manager for a newly awarded development program. This position will be full-time and fully remote.ResponsibilitiesManaging the testing operations, team leadership for a modernization effort. Designs, develops, and implements testing methods and equipment to ensure that the product will perform to specifications. Designs test cases for test plans and creates test scenarios in which tests are carried out. Compiles data, defines required changes and reports defects and problems that occurred during the test process. Implements and participates in the walkthrough of the product. Automated testing may be used for leveling based on hiring manager discretion.

Overseeing all test events in a sprint and be able to manage multiple test events defining and staffing these test events with appropriate resources.

Coordinating with developers and functional end users to create test plans and test scripts.

Coordinating with test sites and other team participants to plan test events.

Reviewing and approving test cases.

Monitoring and updating defect reports as needed including defect report closure

Managing the defect database under the guidance of other testers.

Configuring necessary hardware and operating environments as needed to complete assigned testing.

Writing or assisting in the development of test plans and test procedures, manual and automated testing of integrations, interfaces, data transfers, APIs.

Testing Web Services using tools like Ready API, SOAP UI, Postman API, Wave, AMP, etc.

Leading end-to-end Software Testing Life Cycle from testing, defect logging and verification of closure of defects, Root Cause Analysis.

Functional Testing (System, Regression, and User Acceptance).

508 Accessibility Testing using tools like JAWS, NVDA

Database Testing using SQL queries, simple scripts.

Creating Test Plans, Test Cases, executing Test Scripts, Data Verification and Validation.

Understanding business requirements and mapping to user stories, acceptance criteria, and test cases.

Using JIRA for maintaining sprint test artifacts and X-RAY for Test execution.

Analysis of Test results, Defect management and reporting, maintaining Requirements Traceability Matrix (RTM).

Work experience in AWS Cloud, Exposure to CI / CD tools like AWS Code Deploy, Jenkins, Maven, Nexus, GitHub, etc.

Proactively communicating and coordinating with various internal and external project stakeholders.

Analytical and investigation skills, willingness to learn and ability to troubleshoot.

Ability to work independently with minimal guidance and supervision.

QualificationsRequired Skills and Experience:

Bachelor's with 8+ years (or commensurate experience)

Experience leading testing efforts with a remote team of developers and testers

Experience in Manual, Integration, Functional & Automated Testing

Jira experience building test plans, issues and executions and creating report outputs

Proficiency in JIRA, X-Ray, Manual and Automated testing

508 Accessibility Testing experience

Organized, self-directed, and able to work with minimal supervision

Strong attention to detail

Strong problem-solving skills

Strong verbal and written skills

Positive attitude and willingness to step in, where needed

Preferred Skills and Experience:

Experience with VA and/or other Federal Agencies

Demonstrated experience in a remote work environment

Well versed in Agile Methodology, the VA Veteran-Focused Integration Process (VIP) project management methodology
