As an IT Advanced Business Analyst, you will focus to substantially improve and integrate the information technology transformation for the many services that Department of Human Services provide by creating a seamless, tailored, and intuitive experience that inspires confidence and boosts satisfaction through enhanced transparency, efficiency, and consistencyThe primary responsibility of this role is to perform comprehensive business and data analysis, serving as a vital link between business partners and the IT department for software development as well as suffice the reporting requirements which the program area must adhere to. The successful candidate will play a key role in understanding organizational structures, policies, and operations to recommend effective solutions, ensuring the success of projects and the achievement of overarching goals.Key Responsibilities:
Collaborate and coordinate with team members throughout the project, product, or operations lifecycle, providing guidance, consultation, and fostering effective communication.
Strong analytical skills to interpret complex data, identify trends and create reports including data visualization ensuring high attention to detail for ensuring data accuracy and quality.
Strong coordination skills, including ability to troubleshoot issues related to data reporting and data warehousing.
Work closely with business partners to ensure a deep understanding of their needs and coordinate implementation planning for system changes and releases.
Work as a liaison between IT and business representatives, analyzing business activities and translating them into solutions to purchase, implement, or develop.
Work with development team members by guiding, consulting, and collaborating on the development, testing, deployment, and adoption of solutions.
Practice Business Analysis Planning and Monitoring, Elicitation, Requirements Management and Communication, Enterprise Analysis, Requirements Analysis, and Solution Assessment and Validation.

Eliciting and communicating business needs and functional requirements via one or more of the following: Business, Partner (formally Stakeholder), Functional Solution, Non-Functional Solution and Transition Requirements, Use Cases, Test Cases, Specifications, User Stories, Business Process Models and Wireframes/Prototype to document requirements and the user experience.
SQL skills for querying data, managing data transformations including familiarity with data warehouse technologies and architecture including proven experience with data visualization tools.
Ability to communicate clearly, present complex information to users in a comprehensive style, and translate technical and system information for non-technical partners.
Strong coordination skills and experience working with cross functional teams.
Customer service skills that include active listening, empathy, and problem-solving.
Thorough comprehension of industry-standard application development methodologies and a nuanced understanding of the principles governing the Software Development Lifecycle (SDLC).
A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.Preferred Qualifications
Familiarity with the Minnesota Adult Abuse Reporting (MAARC) program and DHS systems.
Demonstrated experience with analyzing large datasets, developing, and maintaining reports including representation of the findings using visualization tools preferably Tableau, Power BI and Excel.
Understanding and awareness of data integrity principles to generate views, performing regular data validation and quality checks including collaboration with database administrators and other teams to troubleshoot and resolve data issues including creation and/or updating process documentation using Visio or other similar tools.
Certified Scrum Master with demonstrated experience of product management and agile development principles and practices.
Working and communicating effectively with others from different backgrounds and cultures.
Ability to organize and prioritize multiple deadlines and work independently, define problems as they arise, and recommend alternative solutions.
Demonstrated problem-solving skills in problem definition, information gathering and research, root cause analysis, alternatives analysis, applying creative solutions to unique and/or immediate problems, and appropriate resolution implementation.
