Primary work location will be the Golden Rule Building in St Paul.This position serves to develop and implement a comprehensive strategy to pursue and secure federal and other aligned funds to advance Minnesota Clean Energy Goals, the Justice 40 goal, other federal and state requirements. This position will spearhead Commerce's response to federal solicitations; lead outreach initiatives related to federal funds; serve as the State Competitiveness Fund Match Program manager; and work with Minnesota Management and Budget to track pursuit of federal funds. This position will work in partnership with higher education, energy utilities and other energy industry partners, disadvantaged communities, and tribal, state, and local governments.Minimum QualificationsFour years of experience working to pursue competitive grants and crafting a fund development strategy. Extensive knowledge of federal funding processes.
Strong program management skills, with a strong ability to develop and operationalize plans

Knowledge of energy funding landscape and federal funding opportunities.
Strong oral and written communication skills with the ability to condense and explain technical information in a concise manner that can be understood by diverse constituents such as leadership, local units of government, nonprofits, contractors and the general public.
Experience working in government and with government processes.
Experience working in diverse teams and with a variety of partners to accomplish a common goal.
Demonstrated ability to operate within an organization's formal and informal structures, build allies and relationships across the division and agency, seek to understand others' roles and perspectives, and navigate organizational structure with diplomacy and goodwill.
Systems thinking skills and ability to craft strategy with the system in mind.
Experience using CRM-based tools
