Job DescriptionTASK FORCE: Stimulus and FEMA Revenue Analysis UNIT: Stimulus Planning and FEMA Ida ReimbursementsJOB TITLE: One (1) Assistant Analyst / AnalystCONTROL CODE: BAW-25-07SUMMARY:The Mayor's Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor's expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.Within OMB, the Stimulus and FEMA Revenue Analysis Task Force monitors Federal funding supporting the City’s response to the Coronavirus pandemic and other disasters such as Hurricane Ida and Isaias. This includes American Rescue Plan, Coronavirus Relief Fund and Federal Emergency Management Agency (FEMA) grants. The Stimulus Planning and FEMA Ida Reimbursement unit ensures that $5.88B in American Rescue Plan State and Local Fiscal Recovery Funds (ARP-SLFRF) are properly allocated and accounted for in accordance with regulations set by the U.S. Department of the Treasury. This unit is also responsible for submitting FEMA Ida claims and ensuring expenditures meet grant eligibility guidelines set by FEMA.Job Description:The duties of the position include the following activities:

Quickly learn about the ARP-SLFRF program and become familiar with the U.S. Department of the Treasury reporting standards and deadlines.

Monitor forecast and year-to-date expenditures, conduct risk assessments, and recommend corrective actions as required to ensure $5.88B of Stimulus funds are fully accounted for.

Understand the terms of the FEMA Ida grant requirements and eligibility in order to coordinate with agency task forces and agencies to prepare reimbursement submissions.

Work with agencies and OMB Task Forces to answer questions regarding ARP-SLFRF and FEMA funding, including those related to cost tracking, compliance, budgeting and documentation.

Maintain internal records and reports to support public reporting and responses to external inquiries.

Coordinate data collection and documentation required for internal and external audits.

Support monitoring efforts related to ensuring compliance with all relevant City and Federal policies.

Assist with special projects, including ad-hoc assignments, targeted research, the production of reports, data visualizations, and response to Federal and local inquiries, when necessary.

Preferred Skills

Experience with cost-tracking, budgeting, or federal grant reporting is ideal.

Strong organizational, research, problem solving, and analytical skills.

Strong interpersonal skills and an ability to maintain working relationships with staff, city officials, government agencies, and other internal and external workforces at all levels with utmost professionalism.

Outstanding written and oral communication skills, including public speaking and presentation.

Ability to be a self-motivator, to motivate others, and to work independently.

Ability to work calmly and proficiently under pressure, and to adhere to strict deadlines while maintaining attention to detail.

Experience in working with databases or large datasets is ideal.

Public policy experience or interest in disaster recovery is preferred.

Must possess strong technical skills including a proficiency in Microsoft Office software (Excel, Word, PowerPoint) and the ability to learn new technology quickly.

Prior experience with Financial Management System (FMS) is preferred.

Requirements: Assistant Analyst ($58,851+): Bachelor's degree in Business, Finance, Economics, Accounting, Public Policy Analysis/Administration or related field with no or one year of full-time experience.Analyst ($74,893): Bachelor's degree in Business, Finance, Economics, Accounting, Public Policy Analysis/Administration or related field, and a minimum of two years of full-time experience in budgetary planning/management, financial analysis, audit, compliance, accounting, public policy analysis/administration or a related field; or an awarded Master's degree in Business, Finance, Economics, Accounting, Public Policy Analysis/Administration or related field, and one year of relevant experienceQualifications

A baccalaureate degree from an accredited college.
