The employee will work as a member of the planning team responsible for improving bus service, whether in Bus Network Redesign or in Regular/Express/Select Bus Service The employee’s responsibilities would include:

Providing technical assistance for improving bus service.

Performing in-depth data collection and analysis.

Making or evaluating proposals to change bus stops for better service or to better accommodate adjoining land use.

Developing maps, design principles, and other graphic representations of complex data and concepts.

Participating in public outreach efforts, including on-street engagement, presenting at public meetings, and facilitating workshops.

Representing Bus Service Planning with other MTA departments, with other public agencies or outside organizations, and with elected officials and other stakeholders.

Candidates should be proficient working with a variety of data sources and formats, including large data sets. Strong writing and communication skills are a must. The employee will work with data analysts, planners, marketing, bus operations, and community relations staff.

Education and Experience

Principal Transportation Planner

A Baccalaureate degree from an accredited college with a major in one or more of the following: engineering, urban studies, geography, transportation science, urban planning, economics, business, public administration, political science, or related fields; and five (5) years of full-time paid experience in transportation planning, scheduling, or operations. A master’s degree in any of the fields listed for the baccalaureate degree may substitute for one (1) year of the required experience.

Senior Transportation Planner

A Baccalaureate degree from an accredited college with a major in one or more of the following: engineering, urban studies, geography, transportation science, urban planning, economics, business, public administration, political science, or related fields; and four (4) years of full-time paid experience in transportation planning, scheduling, or operations. A master’s degree in any of the fields listed for the baccalaureate degree may substitute for one (1) year of the required experience.

Transportation Planner

Must possess education as stated above plus two (2) years of full-time paid experience in transportation operations planning or a satisfactory combination of education and experience.

Assistant Transportation Planner

Must possess education as stated above plus one (1) year of full-time paid experience in transportation operations planning or a satisfactory combination of education and experience.

Associate Staff Analyst A Master’s degree from an accredited college with a major in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and ONE(1) year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, fiscal management or in a related field; ORA Baccalaureate degree from an accredited college and THREE (3) years of satisfactory full-time professional experience in the areas described in 1 above. Staff Analyst A master’s degree from an accredited college or university in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or urban studies, or a Juris Doctor degree from an accredited law school; orA baccalaureate degree from an accredited college or university and two years of satisfactory full time professional experience in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or An associate degree or completion of 60 semester credits from an accredited college or university and four years of satisfactory full-time professional experience as described in "2" above: or A four-year high school diploma or its educational equivalent and six years of satisfactory full-time professional experience as described in "2" above; or A combination of education and/or experience equivalent to "1", "2", "3", or "4" above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college or university for one year of experience. However, all candidates must have a high school diploma. The high school diploma or its educational equivalent must be approved by a State's Department of Education or a recognized accrediting organization. The college or university must be accredited by regional, national, professional, or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA). The law school must be accredited by the American Bar Association or the California Bar Association Desired Skills:Excellent presentation, communication, and writing skills. Proficiency in technical writing and data analysis. Fluency in Microsoft Office Suite (Word, Excel, PowerPoint) Proficiency in Adobe Illustrator and InDesign Proficiency in ArcGIS/QGIS and Remix Useful skills would also include knowledge of coding languages such as Python, ArcPy, R, or SQL Knowledge of the MTA’s subway and bus system and the geography of New York City are highly desirable. An understanding of general transportation and land use planning concepts, including street design to accommodate different street users including buses, bicycles, and pedestrians.
