Job DescriptionThe New York City Department of Small Business Services (SBS) is a dynamic, client-centered agency whose mission is to serve New York’s small businesses, jobseekers and commercial districts. SBS makes it easier for companies in New York City to start, operate, and expand by providing direct assistance to business owners, supporting commercial districts, promoting financial and economic opportunity among minority- and women-owned businesses, preparing New Yorkers for jobs, and linking employers with a skilled and qualified workforce. SBS continues to reach for higher professional standards through innovative systems, new approaches to government, and a strong focus on its employees.The Director will manage the Regulatory Reform team within the Division of Business Services reporting to the Assistant Commissioner of Government Navigation and Regulatory Reform. The team’s mission is to ensure that New York City’s rules and regulations balance compliance and interests of small businesses seeking a supportive and sustainable environment to start, operate and thrive in the City. Regulatory Reform works to identify City regulatory processes that can be streamlined to benefit the small business community. Guided by New York City’s Economic Blueprint initiatives, the Director will provide a leadership role in managing projects and programs that include the Small Business Advisory Commission and SBS Small Business Hotline, as well as developing new policy initiatives.Roles and Responsibilities:

Managing multi-agency projects from inception to implementation, using creative problem and strategic thinking to ensure success

Creating and communicating project plans, including identifying milestones and risks, to multiple stakeholders

Creating reports and presentations for internal and external use

Providing implementation support for projects including problem solving, issue identification and developing documents

Evaluating and creating strategic solutions to improve the efficacy and efficiency of projects

Monitoring and responding to City, State, and Federal legislation.

Researching and analyzing current laws, policies and processes and developing necessary revisions

Assist Deputy Commissioner and Assistant Commissioner in managing and interpreting political and policy developments and formulating agency strategy.

Research best practices and developing recommendations and plans for implementation of new laws, policies and procedures

Interfacing with key members of industry groups to outline industry priorities for regulatory change

Working with various agencies analyzing and documenting policies and processes, developing necessary revisions

Representing the Assistant Commissioner and executive staff with internal and external stakeholders

Working with SBS Legal and Procurement teams to develop RFPs and contracts.

Overseeing staff and consultants

Oversee the day-to-day operations of the Small Business Hotline as the central telephonic intake and outreach channel for small businesses seeking SBS services

Hire and train new team members, as necessary

Coach, mentor, support and train staff, as required

Qualifications

A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or

An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or

A four-year high school diploma or its educational equivalent and six years of

satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or

Education and/or experience equivalent to "1", "2" or "3" above. However, all

candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above.
