Job Summary:

JMT is seeking an experienced professional to contribute to a growing discipline within JMT's Natural & Cultural Resources Practice, focusing on NEPA/Environmental Analysis and Documentation. This individual will be expected to manage and possess knowledge of NEPA documents and technical reports supporting the NEPA process as well as project budgets and project schedules. Must have a demonstrated ability to lead, prepare, and support the development of NEPA documents, and the desire to help grow a NEPA practice for a variety of federal and state clients and project types. Ability to manage projects and be a single point of contact with clients is important, as is the ability to oversee and/or develop environmental/technical reports, manage sub-consultants, develop technical and cost proposals, develop/deliver presentations to clients, and assist with marketing of environmental services. The successful candidate will be expected to coordinate with clients, contractors, outside consultants, government agencies, and internal staff. This is a senior position that involves providing direction to other staff as part of a multi-discipline project team.

Essential Functions and Responsibilities

Read, interpret, and develop Categorical Exclusions, Environmental Assessments, Environmental Impact Statements, Environmental Reevaluations, PEL Studies, Administrative Records, and other regulatory documents for transportation and non-transportation projects.

Develop community impact assessments including Civil Rights, Environmental Justice and transportation equity investigations related to infrastructure projects.

Assist with the development of a project's purpose and need for alternative development and evaluation.

Contribute to alternative recommendations on a variety of transportation planning (multi-modal projects such as roadway, airport, transit, pedestrian, and bicycle), engineering, and natural resource/environmental projects.

Assist with public engagement and outreach activities.

Manage and/or assist with the preparation of other environmental studies.

Prepare project schedules, milestones, budgets, and workload projections/staffing needs.

Support Business Development efforts including preparation of scopes of work, fee proposals, and responses to RFP's, develop teaming arrangements, and attend and present at project/contract interviews. Participate in Business Development initiatives and strategic planning efforts with other JMT offices, regions, and N&CR personnel.

Manage subconsultants and/or clients, including federal, state, and local clients.

Perform other related duties as assignedRequired Experience

Bachelor's degree in planning, environmental policy, natural/environmental science or similar, or associated field.

A Master's degree and/or AICP certification is preferred.

5+ years of experience providing public and/or private clients with NEPA services

Knowledge of Section 106, Section 4(f); Section 6(f), land use studies; noise studies; air quality studies; socio-economic studies; environmental justice analyses; water resource permits.

Knowledge of Clean Water Act Section 404 and 401 permitting process a plus.

Excellent interpersonal and organizational skills.

Excellent verbal and written communication skills; able to write on a technical level to support multidisciplinary environmental/N PA resource areas.

Experience with MS Suite of office solutions.

GIS experience a plus.

Working Conditions

Work is performed within a general office environment. Work is generally sedentary in nature, but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment.
