Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Perform analysis of Department of the Army and Human Capital programs, policies, and processes. This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule. Responsibilities Performs analysis of Department of the Army and Human Capital programs, policies, and processes. Serves as point of contact for conducting extensive reviews and analyses of acquisition workforce data in CAPPMIS on a continuing basis. Prepares and presents briefings to senior leadership on the status of Army-wide acquisition workforce and corps data, requirements, and trends at any given time. Maintains currency in operations research/systems analysis methods and theories through review of technical literature, seminars, conferences, self-development, and formal training. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Use operations research techniques to conduct analysis, such as statistical analysis, graphical analysis, simulation, cost-benefit analysis, decision analysis, and optimization to assess human capital data relating to the Acquisition Workforce; 2) Coordinate information requirements usually involving career development information needed for career management of the Army Acquisition Workforce (AAW); AND 3) Assist with the conduct of on/offsite in-process reviews for efforts on a formal and/or impromptu basis to enable improved analysis. Summary About the Position: Army Publishing Directorate, Publishing Technology Division. Fort Belvoir, VA 22060. Responsible for managing the efficiency and effectiveness of the Agency\'s program management related to acquisition and contracts. Responsibilities Serve as Agency Contracting Officer’s Representative (COR): analyzes deliverables on government contracts; monitors, tracks, and reports on contractor burn rate, cost performance, and expenditures/deliverables.
