DescriptionJOB DESCRIPTION:The Navy Business Group currently has a career opportunity for Fleet training program analyst to provide support to Commander, U.S. Fleet Forces (USFF) in Norfolk, VA.The individual in this position will provide aviation technologies plans and resources assessment expertise and serve as a training program analyst and action officer for the USFF Fleet / Joint Training Directorate (N7). Program analysts have experience at the senior level including supervisory experience. Program analysts, in general, review program (specific) data, evaluate program plans/changes and assist in the preparation of documents with various senior-level, civilian and military stakeholders. They are able to analyze program information, strategize plans, produce quality analytic work in the form of information papers, white papers, briefs, and executive correspondence and effectively present the results in a clear and concise manner when required. Program Analysts utilize time and government furnished equipment/information to accomplish their tasks successfully and promote program efficiencies. They are subject matter experts (SME) in their fields of expertise.The ideal candidate will be an experienced program analyst and SME in aviation training capability requirements, analytical methodology, assessments and program evaluation. Echelon III (or higher) staff experience and a working knowledge of Department of the Navy organizational missions, fleet aviation training programs, and the Optimized Fleet Response Plan (OFRP) are highly desirable for this position. In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as at least three years of applicable program analyst experience in:· U.S. Navy fleet aviation training operations, policy, doctrine, systems, and staff procedures.· Managing/ prioritizing large, complex projects involving numerous stakeholders.· Leading working groups and cross-functional teams.· Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables.· Engaging Senior Staff at the Flag Officer/Director/Manager level.· Conducting fleet aviation training analysis/assessment to identify gaps, training needs and solutions.Specific Functional Area duties include, but not limited to:· Assist in the identification, validation and prioritization of aviation Fleet training requirements to meet OPNAV Fleet Training Wholeness Strategy, LVC(t) Capability Requirements Documents, USFF N7 roadmaps, Fleet Training Requirements Management Group, Concepts of Employment (CONEMPs), and project plans, and provide recommendations.· Participate in the Training Systems Enabler Naval Aviation Requirements Group (TS ENARG).· Assist in the development, coordination, and maintenance of aviation Fleet training policies, processes and programs associated with LVC training technology requirements. Ensure Navy Aviation Simulator Master Plan (NASMP) requirements account for Navy Continuous Training Environment (NCTE) interoperability standards and integration requirements. Provide recommendations to government and update LVC(t) requirements documents as required.· Support monitoring and analysis of Fleet aviation training standards, virtual and constructive simulation master plans, associated training systems development and implementation approaches including collaboration with DoD, OPNAV, CNAP, SYSCOM, NCTE Chief Engineer (CHENG) and subordinate Fleet staffs as well as representatives from other military services and other government agencies.· Assist in the drafting, review, and comment adjudication of training policies affecting Fleet Response Training Plan (FRTP) for aviation units/staffs and associated support for the basic, advanced, and integrated phases of the FRP.· Provide assistance and recommendations related to aviation training technologies in a variety of forums, meetings, conferences, and working groups such as Platform Fleet Project Team (FPT) meetings, the NCTE Technical IPT Meeting, and the NCTE Interoperability Working Group (IWG).· Participate in the OPNAV POM planning meetings to ensure draft POM submissions map to validated training requirements.· Provide recommendations to government representatives on the articulation and implementation of aviation Fleet training technology solutions and DOTMLP-F change requests.· Assist with the drafting or review of aviation related training instructions, CONEMPs, standard operating procedure (SOP), best practices documentation and provide recommendations to improve the documents and incorporate associated integrated phase Fleet training requirements.· Provide current, accurate and complete aviation training system related point/information papers, briefs/ presentations and executive summary memorandums for staff packages to inform USFF leadership decisions.QualificationsREQUIRED BACKGROUND / EDUCATION / SKILLS:· U.S. citizen with a Top Secret (SCI eligible) clearance.· Bachelor of Arts or Science degree.· Active military duty (naval aviation) experience at the mid-grade officer level or higher.· 10 years of technical and general training program analyst experience (14 years in lieu of degree will be considered).· Three (3) years of applicable training program analyst and Functional Area experience (see detailed tasks above).· Superior knowledge and proficiency in analytical methodology, assessments, and program evaluation with commensurate expertise in preparing project papers, senior management level briefings / presentations and executive correspondence.· Broad knowledge of Department of the Navy organizational missions and Title 10 responsibilities and USFF command mission.· Familiarity with Navy fleet aviation training programs and the OFRP.· Superior writing and verbal communication skills and ability to work independently and closely with senior personnel.· Expertise in use of MS Office, including Word, Excel, and PowerPoint.DESIRED BACKGROUND / EDUCATION / SKILLS:· Experience as an Echelon III (or higher) staff officer.· Familiarity with Fleet aviation training policy documents, the Fleet Training Continuum (FTC) and TYCOM Training and Readiness manuals.· Understanding of the Fleet Training Command and Control (C2) structure.SAIC accepts applications on an ongoing basis and there is no deadline.Covid Policy: SAIC does not require COVID-19 vaccinations or boosters.
