The Veterans Resource Manager (Program Manager A) provides the necessary leadership to engage campus stakeholders, faculty, and staff to plan and provide services to veterans through initiatives, strategic planning, program development, customer service, assessment, and direct services to veteran students.

The Veterans Resource Manager (Program Manager A) provides day-to-day operational oversight, management, and supervision of the Veterans Resource Center at Pierce College Fort Steilacoom and provides supportive services to veterans enrolled at Fort Steilacoom and Puyallup. Working closely with the college's Veteran Service Office, the incumbent uses comprehensive knowledge of Veterans Administration regulations, policies, and procedures in order to effectively assist veterans with navigating the complexity of obtaining Veterans Administration (VA) educational benefits and other services. The Veterans Resource Manager provides college-wide leadership in promoting veterans support services, advocacy, education, and outreach networking with veterans resources throughout the community. This position reports directly to the Dean of Learning and Student Success and requires regular and consistent attendance.

ESSENTIAL FUNCTIONS:

Program Management:

Actively support and engage in Pierce College's equity, diversity, and inclusion efforts in order to provide access, support, and success for our diverse community of learners.

Provide leadership, supervision, and management for the day-to-day operations of veterans support services and the Veteran Resource Center (VRC).

Provide on-going development, program assessment, management, and administration of inclusive veteran support services.

Collaborate with the Veterans Education Benefits Office to provide students with accurate and consistent information related to VA benefits in a culturally responsive/affirming manner; effectively interpret and explain processes, rules, and regulations specific to the VA benefits process.

Collaborate with college staff to develop and implement equitable district strategies aimed at increasing veteran student enrollment, retention, and completion, to include but not be limited to orientation activities, workshops, and programming for a diverse community of students, faculty, and staff.

Develop and coordinate programs, workshops, seminars, trainings, and special programs for students, staff, faculty, and public to maximize the effectiveness and efficiency of veteran services according to current research, national standards, and internal program assessment.

Ensure operations, programs, and services align with the Veterans Support services vision and program outcomes.

Assess needs and submit funding requests; work closely with the Dean of Student Success to manage budget, prepare reports, and develop long term fiscal plans that support the college's mission through veteran services.

Coordinate and collaborate across departments/the institution in order to support enrollment, persistence, and completion efforts for veteran students, and make recommendations for improvement.

Support veteran students in making connections at Pierce College to understand the available academic, social, and extracurricular opportunities and resources that advance the retention, persistence, and completion of veteran students.

Responsible for the veteran book loan program to include establishing and maintaining protocol, disbursement, collection, and accurate accounting.

Assess and analyze data and complete quarterly and annual reports regarding veterans support operations, service population, outcomes progress, and fiscal accounting.

Maintain departmental website, social media, and publications.

College Support (Military/Veterans):

Cultivate and maintain collaborative contact with local, county, state, and federal resources for veterans in order to provide resources and referrals to support veteran students.

Represent Veteran Support Services to college departments/divisions and campus committees.

Represent Pierce College to veteran community agencies/associations and regional/state organizations at meetings, presentations, and other events.

Act as a liaison to college offices and departments to promote veteran awareness that includes veteran culture, social justice, history, and social construct.

Provide visibility for the Veteran Support Services program by participating in governance activities and servicing on councils and committees.

Veteran Resource Center (VRC):

Responsible for the day-to-day operations and management of the VRC, providing a welcoming, safe environment and resource center for veteran students.

Responsible for ensuring the VRC is accessible, staffed, and has the necessary materials and equipment for veterans.

Interview, hire, train, and supervise staff, assign and direct work, set expectations, instruct, coach, identify training needs, and evaluate job performance in accordance with College policies and procedures based on employee classification.

Perform other duties as assigned by the Dean of Student Success.

QUALIFICATIONS:

Bachelors' degree.

Minimum two (2) years of experience working with veterans.

Comprehensive knowledge of Veterans Administration regulations, policies, and procedures, especially educational benefits, as well as other services related services.

Experience developing veteran support services, workshops, and programming.

Ability to work autonomously and lead a team with minimal daily supervision.

Understanding and application of equity, diversity, and inclusion as a foundation for advancing student success, particularly veterans.

Special Requirements:

The successful candidate must consent to and pass a criminal background check after a conditional offer of employment.

Must be able to meet security standards of Joint Base Lewis-McChord to obtain and maintain base access credentials.

Required Knowledge, Skills, and Abilities:

Extensive knowledge of and ability to administer high quality support services to veteran.

Knowledge of and experience accessing a wide network of local, county, state, and national resources that interface with veterans in order to provide resources and referrals to support students.

Knowledge of student services in higher education with the skill and ability to apply appropriate models for veteran services.

Proven leadership and advocacy skills coupled with demonstrated skill and ability to manage and develop staff.

Excellent time-management and problem-solving techniques utilizing professional judgment in complex and sensitive situations.

Adhere to high standards of confidentiality, integrity and honesty.

Ability to function in a consultative and collaborative manner for case management, decision-making and problem solving.

Ability to work in a district environment.

Ability to take direction and perform duties as assigned.

Terms of Employment:

This is a full-time (40 hours per week) classified, overtime-exempt position with Pierce College District. The primary work location will be at Pierce College Fort Steilacoom campus but occasional travel to Pierce College campuses or sites may occur. Work hours are between 8:00 a.m. and 5:00 p.m. Monday through Friday with occasional evenings and weekend work, and occasional travel as required. This position may be subject to reassignment between campuses or sites.

Salary & Benefits:

The starting salary range of this position is $3,682.00 - $4,270.00 a month (dependent upon qualifications), with annual periodic increments up to $4,829.00. However, your paycheck is just part of the total compensation package. There is an outstanding benefits package which is worth an additional value equivalent to about 30% of your salary.
