DESCRIPTIONThe City of Long Beach, Department of Health and Human Services is recruiting for a full-time, unclassified, at-will Public Health Professional III to serve as the Mental Health Coordinatorin the Homeless Services Bureau. Reporting to the Homeless Programs Officer, the CAL-AIM Mental Health Coordinator will direct the provision of mental health and therapeutic services for people experiencing homelessness. This position is located at the Multi-Service Center, 1301 West 12th Street, Long Beach, CA 90813. PLEASE NOTE: In accordance with the State Health Care Worker Vaccine Requirement, the candidate placed in this position is required to be vaccinated against COVID-19 prior to their first day unless a medical or religious accommodation is approved by the City of Long Beach’s Human Resources Department. Proof of vaccination (including booster) will be required at the time of your pre-employment physical. EXAMPLES OF DUTIES

Directs the planning and implementation of community supports (housing retention services and housing location services) in relation to the state funded CAL AIM homeless response efforts;

Provides oversite of implementation for CalAIM Community Support Services such as Housing Transition Navigation Service and Housing Tenancy and Sustaining Services;

Supervises outreach and case management staff to support Intensive Case Management and housing location operations;

Monitors and evaluates effectiveness and efficiency of CalAIM service delivery system, organizational structure, staffing levels, and other internal operations including identifying and recommending alternative approaches or improvements; implementation of revisions, adjustments and changes;

Maintains an awareness of state-level changes to the CalAIM program that require local implementation changes;

Organizes and leads internal departmental meetings, including weekly staff meetings, housing specialist meetings, and trainings;

Responds to high priority street outreach, MSC, and Mobile Access Center requests to complete mental health assessments and coordinates appropriate clinical services, including behavioral health involuntary holds when needed;

Oversees the facilitation of comprehensive bio-psycho-social evaluations around client functioning, support network, housing stability, mental health, etc.;

Partners with the Housing Authority to identify households that are at risk of losing subsidized housing to ensure housing retention;

Oversees individual and/or group therapy to clients accessing the MSC Partner with hospitals and social service providers to provide referrals for ongoing services and to coordinate effective discharge planning City-Wide;

Supports case management and housing navigation services to persons with severe physical, mental health or substance use needs;

Participates in case conferencing and care coordination for higher barrier clients to assist in navigating local and county homeless and health care systems;

Navigates the Long Beach Coordinated Entry System to link to housing resources, including utilizing the Homeless Management Information System (HMIS) and other data platforms to document all client interactions in a timely manner;

Supports Multi-Service Center and satellite sites non-clinical staff with mental health assessments and evaluations when necessary;

Provides housing retention and location services to prevent re-entry into homelessness;

Fosters and develops collaborative working relationships with the Long Beach Police and Fire Departments and other social service agencies;

Provides direct transportation to people experiencing homelessness to assist in accessing services (in City of Long Beach Vehicles);

Participates in community education regarding REACH services and the City's response to people experiencing homelessness including ride-alongs and community presentations;

Will serve as team-lead to other Homeless Services field operations by providing direction regarding clinical interventions and assessments when in the field; and,

Performs other related duties as assigned.

REQUIREMENTS TO FILE

Master’s Degree in Social Work, Marriage and Family Therapy, or a closely related field(proof required).

Program management experience in a public agency beyond the minimum requirements may be substituted for education on a year-for-year basis.

Licensed Clinical Social Worker or Licensed Marriage and Family Therapist Certification required

One (1) year of professional experience providing mental health support or care coordination for a social or human services program.

Valid motor vehicle operator license.

Required to obtain a California motor vehicle operator license within 6 months of employment if license is out of state. DMV K4 driver license information report printout required during onboarding if selected for position.

DESIRABLE QUALIFICATIONS:

Experience with homeless services program delivery and or development.

Ability to work evenings, nights, weekends, holidays, and on-call during emergencies as needed.

Experience working with the Homeless Management Information System (HMIS)

Bilingual skills (Khmer, Spanish, Tagalog, and/or Vietnamese)

Proficiency in the use of computers, including email, internet, and office productivity software (e.g. Microsoft Word, Excel, and PowerPoint).
