SUMMARY: The Certification Specialist performs leasing functions for Kavod Senior Life in accordance with HUD Housing and Urban Development guidelines, all Federal and State laws, and Kavod policies & procedures. Provides support to Chief Financial Officer and President/CEO, as appropriate. The Certification Specialist reports directly to the Director of Leasing and Administration.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Carry out aspects of the annual certification & interim certification process for all residents:

Follow the Recertification Manual during all aspects of the recertification process and in compliance with HUD Housing and Urban Development and FHA Fair Housing Act requirements.

Acquire and maintain EIV Enterprise Income Verification User designation. Follow HUD Housing and Urban Development and Kavod EIV Enterprise Income Verification User System Policy at all times.

Study and keep current on HUD Housing and Urban Development regulations for Multifamily Housing (HUD Handbook 4350.3). Keep current on all updates and changes in HUD and Fair Housing programs and requirements.

Schedule appointments, prepare and distribute to residents 60-65 certification notices per month per HUD Housing and Urban Development regulations.

Meet with 30-35 residents per month per schedule to collect required documentation and conduct apartment inspections. Within one day of the inspection fill out annual inspection form and submit deficiencies to the front desk to place a work order(s). Emergency work orders must be given to the front desk immediately after the inspection.

Make copies of all required documentation & return originals to resident.

Prepare, fax, mail, e-mail, or submit online third party verifications. At least two attempts must be made to verify income, assets and medical expenses.

Compile recertification “Worksheet” & give to Director of Leasing and Admin for audit/review by the 25th of each month. Correct any errors and submit to the Director of Leasing and Administration for the final approval. All prepared recertifications must be approved prior to next step.

Prepare 50059 in the leasing software from “Worksheet”. Print & make copies for resident. Prepare meals letters and make copy for the resident. Assemble the recertification packet in compliance with Recertification Manual.

Send all rent and meals change notices, the 120, 90 and 60 days notices by the 1st of the month for residents regarding the recertification.

Collect signatures and explain rent changes to residents as needed. Ensure that the resident and Certification Specialist signs all current recertifications by the 9th of the month.

Update and keep current various spreadsheets related to certifications, such as recertification monthly list, meals subsidies, IRs, etc. Keep current and update as needed blank forms, such as HUD Housing and Urban Development forms and verification forms.

Annually audit resident files (move-ins & current residents) prior to annual CHFA (Colorado Housing and Finance Authority) review using Resident File Review Worksheet created by Director of Leasing and Admin.

Assist Director of Leasing in preparation for Management and Financial Audit Reviews as needed.

Alert Resident Care Coordinator Team of concerns regarding resident personal or social problems that arise that are not of a leasing nature. Concerns are communicated through memos and copies maintained in the resident file.

Maintain resident files in accurate and organized manner.

Archive resident files to storage. Assist Director of Leasing and Admin with maintaining archived files.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. EDUCATION and/or EXPERIENCE: Associate's degree (A.A.) from an accredited college or university; or one to two years experience and/or training in bookkeeping and/or leasing; or equivalent combination of education and experience. Experience in performing HUD-subsidized project leasing-related activities strongly preferred.

LANGUAGE SKILLS: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization. Bi-lingual skills preferred (Russian/English).

We require employees to be Influenza vaccinated during flu season with certain limited exceptions.

Schedule: Monday-Friday, 8:30am-5:00pm
