Operational Test Director

PPT Solutions, Inc. is seeking an Operational Test Director in Washington, DC to support a Department of Homeland Security (DHS) effort. This program will provide standardized Operational Test & Evaluation (OT&E) services in support of an IT-centric cyber focused program. The DHS domains supported include: T&E in support of Information Technology (IT) and or Agile Software Development, and Cyber Resilience T&E. Description of Responsibilities for the Operational Test Director:

Lead the planning for Developmental Test & Evaluation (DT&E) and Operational Test & Evaluation (OT&E) activities.

Assisting the DHS Component Program Manager in providing a T&E Strategy brief to the Director of T&E (DOT&E) for major acquisition programs under DOT&E engagement

Coordinate Development of the OT&E strategy associated with operational testing and drafting of applicable sections of the TEMP per policy with the T&E Manager

Assess Operational Requirements in the Operations Requirements Document and ensure traceability back to the system requirements

Develop and evaluate Measures of Effectiveness (MOEs), Critical Operation Indicators (COIs), MOR (Measures of Resilience), and Measures of Performance (MOPs)

Working with DOT&E to understand established OTD guidelines to evaluate cybersecurity deliverables and threat exercises

Participate in DOT&E IPTs

Work closely with the cyber security team to assess plans, PENTEST results, Fortify scans, and MORs

Conduct Operational Assessments and generate findings reports

Collaborate with all stakeholders from both development and operational teams

Engage with users on a regular basis to be aware of the processes in the field and issues/concerns of the users in the field

Required Knowledge, Skills, and Abilities or the Operational Test Director:

Master’s degree and 15 years of relevant experience OR Bachelor's degree and 20 years of relevant experience

At least 8 years’ experience leading and/or managing operational T&E events

Demonstrated skills within T&E, e.g., DoD or DHS T&E Level II training

Must be a U.S. Citizen

Must be able to pass a government background investigation

Hybrid Location: Must be able to work on site at the work location in Washington, D.C. as needed

Desired Knowledge, Skills, and Abilities or the Operational Test Director:

DoD or DHS T&E Level II training certification

Completion of DHS OTD course

Experience conducting Operational Assessments

Experience writing reports and briefs

Experience with Measures of Effectiveness (MOEs), Critical Operational Issues (COIs), MOR (Measures of Resilience), and Measures of Performance (MOPs)

As a Program Manager (Deputy Associate Director-Management), in tandem with the Associate Director, you will have oversight and direction for all phases of the management program for the Bureau, with effective and efficient use of all resources to meet delivery, cost budget, and quality objectives through Offices under the Directorate\'s purview. Plan, develop, and administer a complete human resources program geared to intensely industrialized and specialized function in a wide variety of professional, technical, administrative, clerical, craft, maintenance trades and non-craft positions, in a unique and highly specialized environment comprised of 15 unions, representing 19 bargaining units. Assist the Associate Director (AD) in directing a full emphasis human resources program, with an emphasis on employee training, and career development (including supervisory and executive development), employee and labor relations, staffing, classification, benefits, payroll, and workers\' compensation. On behalf of the AD, engage with ADs and maintain and build coalitions with DADs, Office Chiefs, managerial and supervisory employees and representatives of unions and employee groups to discuss the impact of operation programs and work fluctuations requirements, as well as growth and expansion of Bureau operations and facility\'s requirements. Direct the facilities support function of the Bureau, involving facilities design and construction, operations and maintenance and support services, which encompasses space planning and allocations, building services, building custodial activities, snow removal, pest control, elevator operations, disposal of refuge, waste and recyclable materials, and fleet management. Plan, develop and administer policies, standard processes and operating procedures with orientation toward consistency at multiple manufacturing facilities to achieve production goals with maximum enterprise-wide efficacies and efficiencies. This includes actively supporting customer requirements such as ensuring effective and efficient recruitment and hiring processes, maintaining appropriate physical security and personnel security protocols, ensuring environmental health and safety, and maintaining sufficient facility maintenance and support.
