Summary This position is located in the Department of Homeland Security (DHS), Office of Strategy, Policy and Plans. The Primary purpose of this position is to serve as a Senior Policy Analyst on PLCY's Trade and Economic Security team, responsible for providing policy development and coordination, strategy, planning, and analysis to the DHS Secretary and other Departmental and Component leaders. Non-BU: This is a non-bargaining unit position. Responsibilities As a Policy Analyst, GS-0301-13/14, your typical work assignments may include: Analyzing, developing, and reviewing a variety of technical reports submitted by DHS component and other agency officials that involve significant and complicated policy issues. Conducting comprehensive research related to forced labor, trade, and economic security issues with China. Assisting with developing and interpreting guidance on related Issues based on the situation or need, and uses judgment and discretion in determining intent, and interpreting and revising existing policy and regulatory guidance. Identifying and analyzing policy challenges within DHS, the interagency, international organizations, and foreign partners. Analyzing and evaluating major aspects of substantive, mission-oriented operations and translates that into programmatic and policy recommendations. Requirements Conditions of Employment Qualifications Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government. For this position, specialized experience is defined as: Supporting the Analyzation and evaluation of major aspects of substantive, DHS policy and operations. Supporting the development of long-range program goals, plans, objectives, and policies linked to international trade, customs, or other DHS- related initiatives. Assisting with Identifying and developing policies that resolve problems or cope with issues that directly affect the accomplishment of the program goals and objectives; and Providing advice on complex supply chain and trade issues with China. Providing advice on the use of forced labor to top echelon managers and others on policy matters. Substitution of education in lieu of specialized experience may not be used for this grade level. (NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.) You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government. For this position, specialized experience is defined as: Analyzing and evaluating major aspects of substantive, mission-oriented operations and translate that into policy recommendations for policy goals. Developing long-range program goals, plans, objectives, and policies linked to key initiatives; Identifying and develop policies that resolve problems or cope with issues that directly affect the accomplishment of the program goals and objectives; and Providing policy advice on complex issues related to supply chains, forced labor, and trade with China to top echelon managers and others on policy matters.
