PURPOSE SUMMARY. This position will be responsible for ensuring legal, compliant and accessible access to each of our structures, and ensuring that each of our structures are routinely inspected, documented and assessed semiannually, and after storm events in the area. This position will be responsible for monitoring the maintenance needs of each structure, and delegating small, attainable maintenance activity between themselves and other operators on staff. Small maintenance tasks that can be completed with in-house equipment will be tracked, and completed by this employee and staff. Additionally, this position will be responsible for training and developing operators to understand the function of each of our structures, and properly instruct how to maintain these structures while preserving the function of them.ESSENTIAL DUTIES.

Oversee operations of existing flood control structures

Organize, attend and document semi-annual dam inspections.

Coordinate post-storm structure inspections and follow up documentation/activity.

Monitoring of department budget and capabilities to determine which jobs can be handled internally, and which should be transferred over to larger construction activity.

Maintain training materials, SOPs and schedules for proper inspection and observation of structure deficiencies.

Performance of routine maintenance to existing flood structures.

Lead small maintenance activities using Flood Commission equipment.

Delegate maintenance activities to staff based on skill set, availability, and priority.

Obtain and secure temporary or permanent ROW to conduct required maintenance activity.

Coordination with contractors to procure, determine scope of work, and serve as the point of contact throughout the project if scope and scale of maintenance tasks exceeds capacity and capability of current staff.

Evaluate, maintain and acquire access roads to all flood commission facilities.

Obtain and secure permanent access to and from all structures.

Select access points to structures considering safety, emergency access, ownership and practicality.

Inspect all access roads on a semi-annual basis and make minor repairs as needed.

Stay in compliance with all lease agreements, Rights of Way agreements, special conditions and stipulations that come with access points on property not owned by Dona Ana County.

Evaluate annual sediment yields in structures to prioritize maintenance needs.

Compare survey results in AutoCad or comparable software from yearly sediment surveys to assess sediment deposition in structures.

Identify problem structures and work with engineers to propose solutions.

Use data collected to prioritize maintenance needs and determine urgency of maintenance.

Facilitate the export of material from structures in accordance with applicable site restrictions, property owner stipulations and specialized conditions of easements.

Organize and provide on-site training for junior staff to stay informed on proper department policy and procedure for operations and maintenance of structures.

Educate junior staff about the equipment Flood Commission has, how its used, capacity/limitations of equipment, and applicable projects.

Train junior staff on how to equip vehicles with maintenance equipment, how to maintain equipment and how to service equipment.

Train junior staff on how to properly inspect a dam, and provide SOPs for nspection methodology and documentation.

Maintain and update SOPs for on-site safely requirements and mitigation of occupational hazards.

Maintain all rights of way and easement documentation for all existing structures.

Monitor reversion dates of all existing agreements, and reapply for expiring rights of way or easements that are currently in use.

Evaluate non active or unused agreements and terminate unneeded agreements.

Monitor financial component of agreements and ensure that budgets are prepared accordingly for renewals, or acquisitions.

Schedule and attend all compliance checks from applicable agencies, and respond to action items accordingly.

Operate robotic conduit camera

Hook up and transport trailer and ATV equipped with robotic camera to project location.

Operate and train others to operate the camera.

Decipher information that is output from the camera.

Document findings and prepare inspection reports to supervisors with recommended actions.

ADDITIONAL DUTIES. Performs other related duties as assigned.QUALIFICATIONS.

A. Education. Bachelors degree in Project Management, Engineering, or related field.

B. Experience. Three (3) years of experience in engineering or construction project management.

C. Education/Experience substitution. In accordance with County Policy.

D. Licenses/Certifications. Valid drivers license.

E. Other (e.g., post-offer medical exam, polygraph, background check, drivers license record, etc.). Background check and drivers license check.KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:

Knowledge of: Generally accepted means and methods for functionality of flood control structures; light and heavy equipment function and applicable uses as they relate to flood control structures; vehicle and equipment maintenance needs; project management principles, techniques and tools; budgeting, scheduling, and time management.Skills in: Prioritization, time management and facilitation of multiple simultaneous tasks; various software programming including AutoCad Civil 3D or related programs to evaluate various maintenance options; short and long range planning, problem analysis, and conflict resolution; reading and interpreting as built structure drawings to determine optimal structure condition for peak performance; estimating overall project costs, and evaluation of cost savings for doing work in house of contracting job out.Ability to: Establish and maintain effective and cooperative working relationships; communicate effectively orally and in writing; gather, plot, research and apply applicable information; have organization of inspection records, maintenance records, and in kind tracking of time and materials using file management and/or specialized software; develop and implement measures of accountability; adjust to adapting situation and changing priorities.Compensation Range $55,121.10 - $91,143.12Doa Ana County is an Equal Employment Opportunity Employer.
