The Foreign Payroll Manager is responsible for overseeing and directing foreign payroll procedures, ensuring compliance with international laws and tax obligations through a foreign payroll provider. The Foreign Payroll manager will collaborate with Procurement and a cross-functional team to select a foreign payroll provider and potentially other finance support third parties to provide payroll processing, reporting, and remitting all payroll related local taxes on behalf of Amentum. Position is remote-telework; we prefer candidates located within driving distance of a HQ facility (Chantilly, VA or Fort Worth, TX). US citizenship is required.Essential Responsibilities:

In response to new international business opportunities and working with a cross-functional team, define payroll requirements and partnering with Procurement to identify foreign payroll providers who meet the requirements of program/contract, Amentum policy and procedures, and foreign government payroll and tax obligations related laws and regulations. Shifting from project set up and provider selection to payroll operations.

Lead and manage Payroll staff, which includes making employment (hire/termination/salary adjustments) decisions, reviewing employee performance, addressing escalated issues, generating assignments, and setting priorities.

Ensure the foreign payroll provider is performing in accordance with the contract and expectations of the program.

Develop mechanisms to ensure local payroll and tax laws and reporting requirements are being met such as through standard performance metrics reporting and periodic quality reviews.

Manage and supervise the implementation of periodic updates to the payroll provider from Amentum’s program and HR staff.

Keep the VP-Shared Services and Payroll leadership updated on any material changes to the foreign country payroll laws or tax obligations that would impact the company and its employees.

Work as a liaison to other departments on new business opportunities and initiatives requiring payroll planning or research.

Determines appropriate payroll procedures to support the foreign business needs.

Interprets company policies and government regulations affecting payroll procedures.

Complete special payroll projects as assigned. Minimum Position Knowledge, Skills and Abilities Required: Eight (8) years of payroll management, project management or shared services experience, including at least 3 years of supervisory or project management experience, with a Bachelor’s degree in a related discipline.Strong working knowledge of foreign payroll processing. Knowledge of accounting principles.
