Description Local government administration is seeking a Contract Specialist to play a pivotal part in implementing policies, providing guidance, and ensuring compliance with regulations and procedures. Under the supervision of the Department Manager, the Contract Specialist will engage in complex technical and analytical tasks related to contract development and administration, focusing on services, construction, and modernization projects. This is a contract opportunity, requiring candidates to sit on site in Oakland, CA 5 days a week. Key Responsibilities:

Develop and implement policies and procedures for the contracting process, particularly emphasizing construction and modernization contracts. Offer guidance to agency personnel and the community on contract administration.

Assist in the creation and management of department budgets alongside the department director.

Act as a consultant to senior and middle management on contract interpretation and policies.

Prepare and issue RFPs and bid packages for modernization, maintenance projects, and services, adhering to organizational policies and regulatory guidelines.

Handle Commission submittal packages and recommendations.

Oversee contract awards, change orders, and material issuance to contractors, including conducting cost analyses and making recommendations.

Coordinate contract management activities, including vendor meetings and risk assessments.

Ensure contractual compliance with regulations, policies, and procedures, including Federal Labor Standards.

Monitor expenditures to avoid exceeding contractual amounts, expedite payments, and oversee contractor performance and file closures.

Assist in resolving contract-related protests, disputes, and claims.

Maintain accurate contract records and correspondence files, advising staff on expiring contracts and preparing related reports.

Requirements

Qualifications:

4+ years of experience in procurement, with an emphasis on contract preparation, evaluation, and administration.

Knowledge of procurement principles, construction contracting practices, and relevant legislation.

Familiarity with procurement tracking systems and U.S. Department of Housing and Urban Development (HUD) regulations.

Ability to research costs, analyze data, and provide recommendations, negotiate and evaluate contracts, and work under pressure with accountability.

Proficiency in computer-based data processing systems, effective communication (both oral and written), and building professional relationships within and outside the organization.
