The City of Billings is seeking a Laboratory Supervisor to supervise, plan and coordinate the activities and operations of the laboratories within the Water Quality Division; coordinate assigned activities with other division supervisors, outside agencies and the general public; and to provide highly responsible and complex staff assistance to the Water Treatment Manager, Water Reclamation Facility Manager, and the Water Quality Superintendent.
Essential Duties and Responsibilities:
- Select, train, motivate, evaluate, and discipline assigned personnel.
- Provide or coordinate staff training.
- Plan, direct, coordinate and review the work plan for the water quality laboratories.
- Meet with staff to identify and resolve problems.
- Assign and monitor work activities and projects.
- Review and evaluate work products, methods and procedures.
- Inspect and verify work in progress and completed work of assigned employees.
- Supervise the use of laboratory equipment and vehicles.
- Ensure that tools, equipment and vehicles are safely operated, maintained, and secured and stored.
- Coordinate and direct MPDES and Safe Drinking Water Act monitoring, analytical testing, and reporting requirements.
- Coordinate and direct analytical testing.
- Troubleshoot complex process and operational issues.
- Validate all analytical products of the water treatment laboratory.
- Participate in the development and implementation of goals, objectives, policies, and priorities.
- Coordinate the organization, staffing, and operational activities for the water quality division laboratories.
- Keep current on all Safe Drinking Water and Clean Water Act regulations.
- Perform the more technical and complex tasks of the work unit.
- Review, evaluate, modify, and develop testing methods and procedures.
- Ensure compliance with water quality standards.
- Conduct a variety of special tests, studies, and research concerning water, wastewater, or stormwater treatment.
- Maintain complete and accurate records of all tests performed in the laboratory.
- Prepare a variety of State, laboratory and operational reports and files.
- Review laboratory reports to ensure compliance with appropriate Local, State, and Federal laws.
- Respond to and resolve difficult and sensitive inquiries and complaints.
- Provide general and technical information concerning water quality.
- Perform various administrative and regulatory functions as directed.
- Observe and report activity in and around the buildings and grounds for security and safety issues.
- Participate in the development and administration of the water quality division laboratory budget.
- Forecast additional funds needed for staffing, equipment, materials, and supplies.
- Monitor of and approve expenditures.
- Recommend budget adjustments as necessary.
- Requisition and maintain inventory and records.
- Provide staff assistance to the Water Quality Superintendent.
- Prepare and present staff reports and other necessary correspondence.
Required Qualifications and Skills:
- Four (4) year degree from an accredited college or university with major course work in chemistry, biology, microbiology or a related field.
- Four (4) years of laboratory experience.
- Must have a Class 1B or 1C Operator-In-Training Certification for Water and Wastewater Operators issued by the State of Montana or must have the ability to obtain within one (1) year of employment.
- Must be able to pass a pre-employment drug test and a State and Federal criminal background check.
Preferred Qualifications and Skills:
- Two (2) years supervisory experience.
Work Schedule: Monday through Friday, 7:30 a.m. - 4:00 p.m. This schedule may vary based on operational needs.
Salary: $34.3004 - $43.7313 per hour. Salary reflects Step 1 and Step 6 of a 7-step pay scale. Salary at hiring is dependent upon the applicant's training and experience.
