About the Position: Incumbent serves as the Property Book Officer / Stock Record Accountable Officer for the Ammunition Supply Point and Enhanced Army Global Logistics Enterprise Quality Assurance Evaluator for the ASC Logistics Support Services Contract providing installation formal accountability of the Stock Record Account. Responsibilities Ensure the proper maintenance and accountability of Stocks assigned to the Property Book/Stock Record Account. Provide government oversight of automated property records and serve as the Army Field Support Battalion’s (AFSBn) subject matter expert on the Logistics Information System (LIS) utilized for stock management and ancillary automated tools. Ensure that the contractor provides the quality and quantity of service required and complies with all contractual terms and clauses. Resolve discrepancies with the contractor and ensures corrective action is taken. Prepare Contract Discrepancy Reports for unresolved problems. Serve as the Subject Matter Expert and Technical Advisor to senior management officials and staff on the Installation for work center operations and stock management policy and procedures. Review Inventory Adjustment Reports (IAR) and Financial Liability Investigation of Property Loss (FLIPL) submissions for completeness and accuracy. Initiate FLIPLs on lost, damaged, or stolen supplies or material. Conduct studies to isolate distribution effectiveness problems. Determine funding and support requirements. Monitor compliance with Inter and Intra Service Support Agreements (ISSA). Interpret/apply logistical management policies/procedures, government quality standards and Federal acquisition regulations to implement a quality assurance surveillance program to evaluate the performance of contracted logistics support services. Utilize automated supply systems reports and/or data to determine trends and/or discrepancies and prepare reports.
