Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a INTELLIGENCE OPERATIONS SPECIALIST (Title 32), Position Description Number D1652P01 and is part of the OK 137th Special Operations Wing, Oklahoma Air National Guard. Responsibilities This position is located in the Intelligence exploitation section at an Air National Guard (ANG) Intelligence unit. The primary purpose of the position is to perform specialized analysis duties as a Intelligence Surveillance Reconnaissance (ISR) crewmember and to train assigned military unit members in the duties and functions associated with multi-intelligence (multi-INT) Tasking, Processing, Exploitation, and Dissemination (TPED) activities. Provides real-time TPED support to National Agencies, Joint Commands, Air Force Major Commands (MAJCOMs), Air Operations Centers (AOCs), and US and coalition airborne assets in exercises and contingency operations. Ensures real- and near-real-time multi-INT reporting and analysis by all exploitation sections. Serves as a ISR unit crewmember in the multi-INT exploitation section, responsible for multi-INT operations and production affecting time critical targeting (TCT), direct threat warning, battle damage assessment, combat identification, combat search and rescue, multi-INT correlation, threat analysis, mapping, intelligence preparation of the battlespace, situation monitoring, and mission reporting. Provides multi-INT correlation of data from multiple ISR platforms and intelligence products. Requests dynamic sensor retasking in order to exploit time critical information not originally entered into the collection plan. Assesses the data and provides cross-sensor cueing/tips-offs to other platforms and exploitation sections improving multi-INT correlation. Updates Air Force ISR unit components and C4I nodes on findings. Conducts analysis activities and operations from data derived from manned, unmanned, and other operational assets in support of National Agencies, Joint Commands, Air Force MAJCOMs, and AOCs contingencies and exercises. Participates in pre-mission conferences to outline mission objectives, potential threats, and possible outcomes. Provides detailed threat analysis for mission planning and pre-mission briefings to the Mission Planning Cell (MPC). Performs targeting duties assigned by the ISR unit crew commander in response to planned and unplanned mission taskings. Prepares post-mission reports from analysis of target data for general intelligence and operational community consumption. Prepares and evaluates finished reports relative to target actions, subject to supervisory review. Briefs analysis findings and estimates to superiors and mission planners. Publishes finished reports and documents for use by decision-makers in the squadron, AOC, Air Force MAJCOMs, Joint Commands, and the National Agencies. Researches, analyzes and plans exploitation activities in preparation for operational missions. Utilizes allotted resources for operations and analysis activities. Communicates with other intelligence departments and agencies to share data and techniques, findings, and planning for future operations. Geospatial (GI&S) Program Manager for the unit. Creates and updates the unit\'s classified and unclassified intelligence reference libraries in accordance with supervisor, ANG, MAJCOM, and Air Force instructions. Manages the Intelligence Mobility Program to guarantee all crewmembers and equipment is properly prepared for worldwide tasking and deployments. Provides recommendations to the Unit Mobility Officer with intelligence information concerning the deployment location and advises on special security requirements for deploying sensitive material and equipment. Ensures intelligence Unit Type Codes (UTCs) are properly reported to higher headquarters through the Aerospace Expeditionary Force (AEF) Reporting Tool (ART) and Status of Resources and Training System (SORTS). Creates and conducts pre-deployment spin-up training for deploying crewmembers assigned to AEF and Outside of the Continental United States (OCONUS) deployments. Procures and maintains required intelligence equipment and publications for home station and deployed operations. Writes applicable portions of the Unit Mobility Plan. Requirements Conditions of Employment Qualifications Military Grades: E-4 through E-7 GENERAL EXPERIENCE: Experience, education, or training which demonstrates administrative, professional, investigative, or technical work requiring the ability to deal effectively with others, to collect, evaluate and organize pertinent facts. Experience preparing clear and concise written reports. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training developing and recommending policy, organizing and carrying out specific programs, evaluating and recommending changes in methods of intelligence operations. Experience in administrative, investigative, or technical work which required the applicant to deal effectively with others. Experience collecting, evaluating and organizing pertinent facts and to analyze and prepare clear and concise reports. Thorough knowledge of his/her subject matter along with a working knowledge of conference, briefing and interpretive techniques. Knowledge of collection and dissemination techniques and sources as well as the ability to produce instructions and manuals with a minimum of direction. Education Substitution of Education for Specialized Experience - Successful completion of a full 4-year course of study in any field leading to a bachelor\'s degree, in an accredited college or university, meets the GS-5 level requirements. This National Guard position is for a DIRECTOR OF INSPECTIONS (Title 5), Position Description Number T5867000 and is part of the OK 137th Special Operations Wing, Oklahoma Air National Guard. Responsibilities This position is located in an Air National Guard (ANG) Wing Inspector General (IG) Office. The primary purpose of this position is to serve as the focal point for interpreting, developing, and implementing Air Force inspection policy and wing-level long-range strategic plans. Provides direction and oversight of internal and external inspections, audits, evaluations, reviews, exercises, and analyses to determine unit effectiveness and efficiency. Ensures operational, contingency, and mobilization plans adhere to policy and direct the effective use of wing resources. Plans, organizes, resources, and directs the execution of a wide range of complex inspection activities for the wing Commander\'s Inspection Program (CCIP). Activities include planning and directing inspections that incorporate Department of Defense (DoD), Department of the Air Force (DAF), gaining major command(s) (G-MAJCOMs), National Guard Bureau (NGB), state, wing, local instructions, and laws for regulatory guidance. Oversees compliance, plans, and conducts By-Law, Special Emphasis Items (SEI), Special Interest Items (SII), Command Interest Items (CII) and nuclear assurance inspections as outlined by requirements from the DoD, DAF, NGB, and G-MAJCOM. Routinely required to interpret and incorporate complex laws, and guidance from all levels for the creation of inspection plans throughout the wing. Develops and communicates a continuously evaluated Risk Based Sampling Strategy (RBSS). The RBSS is designed to provide commanders a tool to use when determining resource allocation to areas of concern to help identify undetected non-compliance. Applies an extensive knowledge of installation operations and DoD, DAF, and G-MAJCOM guidance to direct complex strategic planning and exercise efforts. Utilizes qualitative and quantitative analytical techniques that frequently require modification to fit a wide range of variables to determine the unit\'s ability to accomplish the mission(s). Reviews the adequacy and currency of installation exercise policy guidance and instructions, and updates as necessary to incorporate program changes or to address areas where improvement is required. Works directly with commanders at all levels to determine scope, scale, rigor, relevance, recurrence, and reporting (S2R4) of unit exercises. Constructs exercise scenarios that challenge each unit to test their capability to complete their mission essential tasks (METs) in different stages of degradation. Oversees exercise scenario development which may include G-MAJCOM(s), state and wing exercise participants to meet G-MAJCOM(s) and/or combatant command(s) force-wide exercise requirements. Directs inputs and simulation injects regarding the environment, scenario, and operational ability to keep exercises realistic to meet mission objectives. Research and develops creative exercise techniques, often, leading to the use of external units and other services to help achieve mission driven objectives. Responsible for organizing and analyzing data from inspections and exercises across the DoD with the goal of identifying and communicating trends. Through trend identification and analysis, communicate data throughout the wing to commanders and unit self-assessment program managers for possible inclusion in their individual unit programs to determine compliance. Makes determination if trend items are wing-wide concerns, any wing-wide trends will be presented and explained during the commander\'s inspection management board (CIMB) and may be added into the CCIP for horizontal or vertical inspection. Designs CIMB that is a presentation of wing/unit CCIP and unit self-assessment programs (USAP) focused on proactive mitigation of deficiencies or risks. Manages the compilation of data, the format and usability of the commander\'s dashboard as well as the data presentation during the CIMB. Oversees and manages the WIT conducting inspection and exercise activities. Ensures the WIT consist of subject matter experts to conduct CCIP inspections and exercises under the authority of the Wing/center Commander. Validates WIT members\' understanding, and application of security principles and their ability safeguard classified information ensuring they are aware of applicable security classification guides. Oversees WIT training, product development and certification. Identifies and evaluates training requirements to ensure all assigned inspectors are fully capable of executing an inspection/exercise plan. Serves as a qualified complaint resolution representative providing advisory services to individuals, other staff offices, managers, supervisors, and employees concerning the IG program and processes. Conducts IG complaint, Fraud, Waste and Abuse (FWA), and whistleblower intake by interacting directly with unit members and employees, protects confidentiality of complainants, and ensures a thorough and complete complaint is presented to the IG. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE: Must possess at least one-year equivalent to at least next lower grade level. Experience education and training in managing a wide range of technical inspection methods, principles and practices in order to recognize and resolve discrepancies; and modify established approaches, methods, or procedures to improve data gathering and analysis techniques. Skill in conducting inspections, exercises and investigations where significant difficulties are encountered. Ability to select, adapt, and apply investigation and negotiation techniques; interpret complex laws and regulations.
