Summary The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment. Responsibilities This position is located within the Intelligence Operations Division (IOD), Intelligence Services Bureau (ISB). The IOD is responsible for conducting counter-surveillance operations on the Capitol Grounds and during events that may have a security or safety impact to the Congressional Community in the National Capitol Region or nationally. The IOD serves as a Protective Intelligence component to support the USCP’s mission. Coordinates with local, state, and Federal law enforcement partners to gather information pertaining to incidents and activities that may affect USCP functions or adversely impact the security of the Congressional Community. Performs advance collection, vulnerability assessments, counter-surveillance, surveillance, and investigative functions pertaining to suspicious activity reporting. Special Agent will: Investigate criminal and terroristic activities involving violations of the D.C. Code and Title 18, U.S. Code; Collect, evaluate, interpret, and disseminate information related to the mission of the ISB; Prepare and disseminate written reports including reports of investigation, various investigative assessments, and investigations bulletins; Perform a full range of comprehensive investigative functions to include planning, organizing, fact-finding, and reporting results on cases ranging from routine to highly complex; Perform protective intelligence operations, coordinating investigative and operational efforts with other USCP sworn employees and outside agency officials; Serve as a liaison with local, state, and Federal law enforcement agencies; Conduct surveillance, surveillance detection, and counter-surveillance operations; and Represent the USCP during investigative and law enforcement meetings. Requirements Conditions of Employment Must be a current USCP sworn employee below the rank of Sergeant and have been promoted to the rank of Private with Training and successfully completed the probationary period by the closing date of this announcement. Must be able to obtain and maintain a Top Secret/SCI security clearance. Must possess and maintain a valid driver\'s license. Must be able to obtain and maintain a government-issued travel card. Must be in full and unrestricted duty status to attend, participate, and successfully complete all required training courses related to this position as of the date of selection. Must not be in a leave restriction status as of the closing date of this announcement. Must be available to work flexible and/or additional hours and travel on short notice. Qualifications 1. Must be a current USCP sworn employee below the rank of Sergeant and have been promoted to the rank of Private with Training by the closing date of this announcement. 2. Must have been promoted to the rank of Private with Training (PWT) and successfully complete the probationary period by the closing date of this announcement. 3. Must be in a full and unrestricted duty status to attend, participate, and successfully complete all required training courses related to this position as of the date of selection. 4. Must not be in a restricted leave status as of the closing date of this announcement. 5. Must possess and maintain a valid driver\'s license. License status and driving record will be checked as a part of the application process. 6. Must be available to work flexible hours, rotating shifts, midnight assignments, and on-call assignments. 7. Summary This position is located in the Office of the Ombuds (S/O). S/O facilitates and supports a fair, equitable workplace that ensures the essential well-being of the Department workforce and is responsible for coordination of the work of the Department internally, serving as the liaison between the offices of the Secretary, Deputy Secretary, and Under Secretaries and other Department’s bureaus. Responsibilities Recognized as a technical authority on S/O programs and policies, and coordinates with the responsible offices to solicit input and review and revise management policies. Under the general direction of the Ombuds, conducts surveys and studies of individual organizations and across the enterprise. Analyzes and advises on a broad range of highly complex and high visibility policy and program issues. Develops, coordinates, and prepares correspondence, cables, briefing, and planning documents, policy papers, and reports that reflect statuses of major issues and initiatives and keeps key audiences informed. Serves as the primary manager of program operations in the S/O immediate office. Based on a thorough knowledge of the Department, reviews important matters, analyzes reports and recommendations, and independently makes judgments and initiates action. Routinely joins the Ombuds in meeting with senior officials and represents the Ombuds in meetings elsewhere in the Department as required. Collects, crafts, reviews information and the methods of sharing that information throughout the organization. Experience drafting documents that reflect detailed presentation, analysis, and well justified/substantiated recommendations.
