  • Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a developmental position, GS-09, GS-10, GS-11. Management may hire at any grade level. Responsibilities At the full performance, the incumbent will: Serve as a senior Quality Assurance Representative (QAR) at the site of construction, monitoring construction activities for assigned projects. Coordinate with a variety of interested parties, from customers to contractors to local government officials, state and local environmental agencies, etc. Interpret contract requirements throughout all phases of construction work. Maintain surveillance of the contractor inspection system for compliance with approved quality control plan. Make on-the-spot decisions/commitments not affecting basic design/cost to avoid delays in construction projects.   • Summary About the Position: Reports to and serves as Deputy to the Public Health Command-Pacific (PHC-P) S3, Chief Plans and Operations as the PHC-P Operations Specialist.
