Summary This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of Deputy Assistant Director of Health Systems Support (DAD-HSS), Health Operations Unit (HOU). This is a supervisory position. This position is only open to USPHS officers who are currently IHSC employees. USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Responsibilities DUTIES AND RESPONSIBILITIES: Serves as the Responsible Health Authority (RHA), overseeing the day-to-day operations of the healthcare services mission within the facility by directing and monitoring a full range of administrative services including fiscal, personnel, supply, engineering, medical records administration, and housekeeping. Ensures the organization and delivery of health care in the facility maintains compliance with all applicable policies, accreditation standards, laws, and regulations. Serves as the chair of the Triad, collaborating with the Clinical Director and Nurse Manager, to establish necessary processes and procedures ensuring provision of consistent high-quality standards of care are equally accessible by all patients. Serves as the final approving authority for the facility schedule to support the mission. Maintains a collaborative working relationship with ICE-ERO, Custody, and outside agencies as applicable. Serves as the POC for facility COOP Planning (natural disasters, riots, power interruptions, mass casualties, etc.) and sentinel events (patient and staff deaths, escapes, etc.). Provides staffing plan recommendations to ensure adequate staffing levels based on patient care needs and mission requirements. Maintains awareness of unit operations to inform ICE officials of patient issues and assist with investigations and problem resolution. Makes decisions independently. Provides recommendations for facility structural improvements to adapt to mission changes ensuring quality provision of care. Formulates verbal and written responses of patient inquiry, to include appointing of grievance officer and delegating inquiry to the respective subject matter expert (SME). Supervisory Responsibilities Performs supervisory responsibilities to include, training and mentoring of the Assistant Health Services Administrator (AHSA) and Facility Healthcare Program Manager (FHPM). Provides administrative supervision to government employees within their rating chain and manages personnel issues, and potential resolutions when applicable. Addresses all other government personal issues through their respective supervisory chain of command. Maintains full responsibility for planning, directing, organizing, coordinating, and controlling overall administrative operations through supporting managers who possess technical expertise in their respective areas. Collaborates with the RHSA and Chief of Health Operations regarding complex personnel and operational issues, providing potential resolutions. Employs high level judgment, analysis and decision-making skills when delegating tasks and responsibilities to the multidisciplinary workforce. Provides program direction to supporting managers in various administrative areas for necessary mission accomplishment and accreditation standards. Maintaining the confidentiality, security, and integrity of the health record Ensuring that medical staff have prompt accessibility to the health record Participating in performance improvement activities and functions Ensuring accurate filing, safe and secure storage and prompt retrieval of health information and loose documents for patient care, research, release of information, legal, and performance improvement. Ensuring timely, accurate entry of scheduled appointments and close out of all health care data encounters. Maintains accurate credentialing folders in a secure location for all personnel.Government Technical Monitor Serves as Government Technical Monitor for all contracted services at the facility, to include: personnel/staffing services, translation services, laboratory services, biological and hazardous waste disposal services, air management services, medical and dental equipment inspection and recalibration services, radiology services. Monitors on-site contracts to ensure services rendered are consistent with the contract. Reviews all invoices and vouchers for accuracy in a timely manner in accordance with the Prompt Payment Act. Identifies and addresses discrepancies prior to validation. Collaborates with the headquarters contracting officer representative (COR) to ensure compliance with Federal Acquisition Regulations (FAR) policy for purchasing and procurement, and appropriate implementations of all contracts to include any technical or contractual difficulties encountered during vendor performance. Serves as local liaison for language services and laboratory services contracts. Serves as the primary representative for IHSC for all incident reviews resulting in use of force. Reviews all employee files, to include training, credentialing, health, and personnel, to ensure compliance with IHSC policy and applicable accreditation standards. Ensures all employees receive an in-depth initial orientation and annual refresher training thereafter. Monitoring and Reporting Requirements Monitors and directs all required programs, documentation, reports, and mission related data in accordance with established timelines, policy, and accreditation standards. Monitors incidents, sentinel events and potential litigation situations, providing documentation of corrective actions accordingly, to include developing, evaluating, and adjusting local operating processes and procedures. Ensures all required meetings are held and documented in compliance with established policies and accreditation standards. Monitors and ensures completion of electronic health record (eHR) daily tasks. Evaluates impact of health care delivery through monitoring of current organizational structures, management systems, and administrative functions. Taskings Serves as POC and liaison for facility Taskings. Provides education and training to all local facility entities responding to IHSC Taskings. Directs or re-directs stakeholders (e.g., local ICE/Custody) regarding IHSC Taskings process to ensure appropriate visibility by IHSC executive leadership. Receives and evaluates all facility Taskings to determine appropriate SME. Delegates and monitors timely completion of Tasking. Reviews and evaluates response/supporting documentation for accuracy and completeness. Submits final response and supporting documentation. Manages Tasking timelines and expectations Resource Management Ensures fiscal responsibility through appropriate management of the medical facility budget. Ensures government furnished property and supplies which includes medical equipment and administrative supplies are properly accounted for and in good condition sufficient to meet mission requirements. Oversees the local government purchase program (P-Card) ensuring the proper level of medical equipment and supplies are available and accessible for full clinic operations. Effectively communicates resource, equipment, space, personnel, and funding needs to the proper agency authorities with all required supporting documentation. Maintains continuity of contracted services to ensure daily medical facility operations Serves as liaison with RMU assets to address contracting issues related to services and staffing contracts. Administrative Travel required up to 25% as directed by the Unit Chief of Health Operations. Serves as SME, providing consultation and support to IHSC HQ with time-sensitive data and information requests Providing onsite supervisory assistance/guidance supporting personnel related matters Serving as the liaison between ICE and custody to address concerns impacting the facility from a local, regional or national level. Strategically addresses changes in operational tempo and requirements, communicating with and directing all stakeholders towards compliance. Serves as the primary liaison for all high-level tours requiring visibility of IHSC Medical Conducts all facility tours, including media, Congressional and Senatorial offices, representing IHSC. PHYSICAL DEMANDS: This position is considered hazardous duty in a detention setting. Required to walk unaided at a normal pace for up to 5 minutes and maintain balance. Required to jog/fast walk up to ¼ mile. Requires physical exertion such as lifting objects greater than 30 pounds. Required to perform CPR/emergency care standing or kneeling. Must have the ability to assist sick, injured, or aging detainees or staff exiting the building (may require lifting, dragging, wheeling, or carrying someone who weighs significantly more than self). This position may be required to perform clinical activities with the scope of clinical license in times of critical needs within the agency. Additional Information The Health Services Administrator (HSA) will report directly to the Regional Health Services Administrator (RHSA) with the Chief of Health Operations as reviewing official. As an HSA for one of the IHSC large to small health care facilities or staging facilities located across the nation, the incumbent serves as the responsible health authority and chair of the local leadership team (TRIAD) working in collaboration with the clinical director and nurse manager. This is a supervisory position. IHSC facilities range from small facilities of less than 300 beds, generally houses non-complex medical patients, and has minimal to no medical housing unit (sub-acute inpatient) capacity, to large facilities up to 2,500 beds housing complex medical patients with a medical housing unit. Staffing is a complement of PHS Officers, federal GS employees, and contractors ranging from 40 or less for small facility and 70 or less for small staging facility and up to 150 for large facilities to include those with both a service processing center (SPC) and staging missions. The incumbent, when serving as an HSA at an IHSC facility, 1) supervises the Assistant Health Services Administrator (AHSA) and all other positions designated under HOU (as either Rater or Reviewing Official as appropriate per policy); 2) serves as the Government Technical Monitor for all contract personnel; and 3) chairs the local leadership team (TRIAD) to collaborate with the CD and NM in monitoring all federal staff. IHSC provides direct care daily to approximately 15,300 detainees housed at 17 designated facilities throughout the nation. The health care provided includes medical, dental, and mental health care, and public health services. IHSC provides medical case management and oversight for an additional 22,600 detainees housed at approximately 112 non-IHSC staffed detention facilities daily across the country. In addition, IHSC oversees the financial authorization and payment for off-site specialty and emergency care services for detainees in ICE custody. The ICE detainee population is approximately 34,000 detainees daily, with an average length of stay of approximately 30 days, surpassing 400,000 detainees annually. IHSC provides medical support during ICE enforcement operations in the air, on the ground and at sea. SUPERVISORY CONTROLS: Incumbent reports to the Regional Health Services Administrator. Assignments are usually of a long-term, recurring or broadly defined nature. Officer plans, and organizes own work, determines sequence of assignments, selects, and develops methods and seeks assistance from experts only rarely. Work is reviewed for attainment of objectives. Guidelines may be applicable to some but not all parts of assignment and may contain some inconsistencies and be partially unconfirmed. Selection and adaptation from available possibilities involving a moderate amount of modification and innovation is required. The officer uses judgment in interpreting and adapting guidelines such as policies, regulations, accreditation standards, precedents, and work direction for application to specific situations and work products. The officer analyzes requirements and recommends changes in guidelines and program policies. Innovations and modifications to accepted procedures must be approved and clearly documented. The officer keeps the supervisor informed of the status on projects and consults with him/her on any significant problems encountered.
