    Summary This position is located in Yellowstone National Park, in the Yellowstone Center for Resources. The incumbent serves as the Vegetation Ecologist and applies a systems approach to the study and analysis of organisms and ecological relationships. The ecologist is responsible for program development and implementation. Open to the first 50 applicants or until 02/09/2024 whichever comes first. Responsibilities The major duties of the Ecologist position include, but are not limited to, the following: Plan and conduct research aimed at monitoring and reporting the impacts of vegetation management practices, namely control of invasive plants, removal and reintroduction of forests, and native plant restoration of disturbed sites. Evaluate resource conditions and problems and interprets trends, correlations, and interrelationships among data and conditions. Recommend and implement management actions to avoid, minimize or mitigate impacts to vegetation resources. Assist with restoration planning and implementation. Prepare project reports which include literature research, methods, data analysis, graphs, results, and recommendations for planning, protection, and mitigation activities. Organize and conduct revegetation projects. Knowledge of and practice using, and explaining to others, sampling protocols, risk prevention procedures, and strategic planning. Develop, carry out, and fully document statistically valid data collection protocols for vegetation monitoring projects using advanced technology such as electronic data collectors when appropriate. Perform data entry and carry out quality control checks on data collection and entry performed by others. Determine and document the significance of findings and interpret them for managers. Communicate with subject matter experts, administrators, resource managers, and other park staff. Knowledge of and practice using, and explaining to others, sampling protocols, risk prevention procedures, and strategic planning. Serve on interdisciplinary resource teams to determine project impacts to vegetation. Duties will be developmental in nature when filled below the full performance level. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver\'s license is required. You will be required to submit a Motor Vehicle Operator\'s License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver\'s licenses, whether current or past, possessed by you. You may be required to complete training and operate a four-wheel drive vehicle. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 8 nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications All qualifications must be met by the closing date of this announcement-02/09/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. In order to qualify for the position, you must meet the following: BASIC REQUIREMENT for GS-408 series: A degree in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences. In addition to meeting the basic requirement you must meet one of the following: To qualify for this position at the GS-9 grade level, you must possess one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Monitored and reported on resource conditions and identified problems; collected field data contributing to the basic natural or cultural resources inventory or a monitoring program to assess status and trends of resources condition; identified species or sites, measured conditions and environmental parameters; measured and reported on impact and effectiveness of management activities that affect resources, such as, restoration programs, developments, visitor dispersal strategies; drafted workplans and implementation strategies; accomplished simple restoration or mitigation actions or participated as a member of a team accomplishing more complex projects; assisted in coordinating the work of visiting professionals; led and trained others in specific skills; and assisted in preparing reports, graphics of technical data for manuscripts, presentations, or in-house summaries. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a master\'s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related to the position being filled. You must include transcripts. -OR- Successful completion of an appropriate combination of specialized experience and graduate level education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). To qualify for this position at the GS-11 grade level, you must possess one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Independently performed recurring, well-precedented projects using standard methods and techniques; served as technical resource on vegetation issues; prepared routine reports and assists with portions of resources management plan; developed and maintained liaisons/working relations; followed established protocols, coordinated natural resources strategies/programs to achieve broad ecosystem protection strategies; assisted in negotiating cooperative/interagency agreements; in cooperation with appropriate staff, researchers, and partners, tests and implements scientific monitoring protocols to identify, evaluate, and perform long-term monitoring; conducted inventories to determine statistically valid plot; conducted scientifically credible protection, mitigation, and restoration projects to prevent resource damage, to restore and/or maintain the integrity of critical habitats, native plant and animal communities, managed landscapes, and physical resources, and to minimize human activities that impact resources; conducted analysis of standard data; prepares management and scientific reports; prepares environmental assessments (EAs) for projects. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least 3 years of progressively higher level graduate education leading to a Ph.D. degree or equivalent doctoral degree (coursework directly related to position being filled). You must include transcripts. -OR- Successful completion of an appropriate combination of specialized experience and graduate level education (beyond what is required for a master\'s degree, i.e., more than 36 semester hours leading to a Ph.D.). Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time. Working Conditions: Work is performed both indoors and outdoors in all types of weather. Assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, volcanoes, caves, firelines, arctic environments, swamps, deserts, and forests. Flying in fixed-wing aircraft and helicopters is possible. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
