  • Summary This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application. Responsibilities The Central Virginia Veteran Affairs Health Care System (CVHCS) is looking for a Physician with a passion for providing Quality Health Care to our veterans. We are seeking a Medical Section Director to oversee clinical operations at the Fredericksburg Health Care Center (FXHCC). This brand new Health Care Center will be offering care in nine medical specialties (Cardiology, Dermatology, Endocrinology, Gastroenterology, Hematology-Oncology, Infectious Diseases, Pulmonary, Renal, and Rheumatology). The incumbent is required to be a board-certified or board-eligible with advanced clinical experience as well as demonstrated administrative and leadership skills. FUNCTIONS OR SCOPE OF PRACTICE a. The incumbent is a board-certified physician with advanced clinical experience as well as demonstrated administrative and leadership skills. b. The incumbent must have: (1) Demonstrated commitment to an interdisciplinary approach to care delivery; (2) Documented ability to coordinate a broad continuum of programs; (3) Management experience with strong administrative and interpersonal skills, and (4) Demonstrated skills in providing clinical interface with academic affiliates and other key stakeholders. MAJOR DUTIES OR RESPONSBILITIES The responsibilities include hands on clinical work, oversight, and administration of all aspects of the FXHCC Medicine Section, and may include guidance and training for medical residents, students and/or other trainees. a. Customer Service (1) Bases planning on patient and staff feedback and projected needs; (2) Plans the provision of services with a patient-centered vision to enhance patient education and shared decision making; (3) Establishes a customer-oriented culture and promotes hiring of persons who fit that culture; (4) Actively identifies and encourages the implementation of best practices in customer service; (5) Breaks barriers that impede good service delivery; (6) Empowers staff to resolve problems and complaints independently at the lowest level; (7) Shares resources in order to service customers effectively and efficiently. (8) Meets the needs of customers while supporting VA missions; (9) Consistently communicates and treats customers (Veterans, their representatives, visitors, and all VA staff) in a courteous, tactful, and respectful manner; (10) Provides the customer with consistent information according to established policies and procedures; and (11) Handles conflict and problems in dealing with the customer constructively and appropriately. Quality Improvement (1) Directs the continuous measurement and improvement of the quality of care provided by the FXHCC Medicine Section; (2) Plans, coordinates, and ensures high quality care through utilization of multiple quality measurement tools; (3) Improves patient outcomes through the implementation of strategies such as clinical practice guidelines and critical pathways, health risk assessments, provider profiling, use of electronic medical record and clinical reminders, and case management; (4) Continuously assesses and improves the processes of care delivery in the FXHCC Medicine Section to enhance patient safety; and (5) Ensures the FXHCC Medicine Section\'s ability to meet standards issued by various accrediting and regulatory groups and VACO. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR (2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as \"Physician Resident Providers\" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a \"scope of practice\" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Board Certification: Physicians are generally not required to be board certified for employment in VA; however, three circumstances in VA require physician board certification: (1) If the position being filled is required to be a supervisor for medical students or physician residents (including fellows), the LCME, ACGME or AOA standards requiring a particular board certification credential will apply. (2) If the position being filled will have faculty status with an affiliated medical school (for example, in joint recruitments with affiliated medical schools), then a medical school requirement for board certification will apply to the jointly recruited position. (3) If the position being filled is required to be board certified by virtue of specific VHA policy (for example, as director of a cardiac catheterization laboratory or Director of Clinical Laboratory Medicine), then VHA policy requiring board certification will apply. Preferred Experience: VHA experience preferred. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: A physical examination prior to placement is required. Requires lifting 15-44 pounds; pushing (approx. 2 hours); reaching above shoulder; use of fingers and both hands; walking and standing from 3-5 hours and kneeling. Ability for rapid mental and muscular coordination simultaneously. Must have depth perception and ability to distinguish basic colors and shades of colors. Hearing aid is permitted. Education Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are: Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.] NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities.
