  • Summary This position is part of the Southeastern Power Administration. As a Budget Analyst, you will perform work in one or more phases of SEPAs budget process which may include supporting activities related to budget formulation and justification, presentation and enactment, execution, and monitoring and analysis of a variety of SEPA budgetary operations. This is not a remote position. The selectee will be required to be physically present at the Elberton, GA duty location. Responsibilities As a Budget Analyst at the full performance level, you will: Perform administrative and analytical duties relative to the formulation, justification, presentation, execution and review of one or more assigned areas of the SEPA budget. Review financial data and budget reports. Identify trends, material weaknesses, problems and discrepancies, and determine if adjustments or corrections are needed. Conduct budgetary reviews and analyses in support of DOE programs, and organizational and management needs and objectives. Prepare budget reports, fiscal year end closeouts, and responses to data calls in accordance with DOE policies and communicates information and findings to management. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate\'s online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as: For the GS-07 level: You must have one year of specialized experience equivalent to the next lower grade level [GS-5] in the federal service in the following areas: Performing administrative and analytical work of limited scope and complexity in support of higher graded budget analysts and less complicated budget activities. Assisting in the preparation, review and consolidation of budget formulation narratives, estimates, and justifications, including requests that result from DOE and OMB annual guidance, DOE and program/functional decisions, and Congressional action. -OR- 1 full year of graduate level education or superior academic achievement. -OR- Combination of education and experience. For the GS-09 level: You must have one year of specialized experience equivalent to the next lower grade level [GS-7] in the federal service in the following areas: Experience working on a team responsible for the budgeting or accounting of an organization. Examples of specialized experience include: performing budget or accounting activities in accordance with established policies and procedures. Experience entering, analyzing, and reporting on budget and/or financial activities. Experience should reflect using financial systems to query and capture data. -OR- Master\'s or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. -OR- Combination of education and experience. For the GS-11 level: You must have one year of specialized experience equivalent to the next lower grade level [GS-9] in the federal service in the following areas: Experience in the formulation, development, review, coordination, and editing of budgets which could include preparing budget estimates, writing justifications and impacts, tracking obligations, monitoring, analyzing, and evaluating budget execution, and preparing forecasts. Experience identifying and recommending corrective actions for programmatic funding issues in an organization to management and stakeholders. -OR- Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. -OR- Combination of education and experience. \"Experience\" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
