  • Summary The incumbent serves as an Emergency Management Specialist in the Security Management Division for the National Archives & Records Administration (NARA). Under the direction of the supervisor and team lead, the incumbent conducts reviews, studies, and projects in support of the continuity of operations (COOP) and emergency management program. Responsibilities As an Emergency Management Specialist, you will: In conjunction with the team leader and supervisor, develop emergency management policy guidelines, and reviews locally developed COOP plans, policies, and procedures for compliance with National Continuity Policy, Federal Continuity Directives, the Federal Mission Resilience Strategy, NARA directives and other Federal regulations and guidelines. Provide input and assist in development of NARA\'s required Biennial Business Process Analysis (BPA) and Business Impact Analysis (BIA) for submission to FEMA as required by Federal continuity directives. Periodically review the Occupant Emergency Plans of all NARA facilities to ensure they are current and complete and recommends changes to the Designated Officials and Occupant Emergency Coordinators as needed. PHYSICAL DEMAND: The work is primarily sedentary but does involve guiding and leading Agency personnel in emergency operations which may require on site evaluation of regional records services centers, Presidential libraries, and other archival facilities, monitoring the activities of emergency management operations and responding to emergencies. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience is defined as: -Assisting leadership in disaster and emergency operations, such as: identifying or analyzing critical information to provide situational awareness and understanding for decision makers in a broad community of interest; AND - Providing recommendations to improve emergency management programs. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F): For the GS-12, you must have been at the GS-11 level for 52 weeks.
