  • Summary This position is located in Gateway National Recreation Area, in the Planning, Project & Asset Management Division. This is a term position (more than 1 year) with an initial appointment to last at least 13 months but may be extended up to a total of nine years. This term appointment is in support of the Great American Outdoors Act (GAOA), National Parks and Public Lands Legacy Restoration Fund (LRF). Term positions do not convey permanent status in the Federal service. Responsibilities Provide project management services for multiple design and construction projects using industry recognized project control measures. Act as technical point of contact on projects when assigned. Write scopes of work, independent government cost estimates, technical evaluations, and make recommendations to the Contracting Officer. Analyze and negotiate contractor\'s price proposals, secure purchase requests, and prepare solicitation package for Contracting. Routinely walk construction sites to provide construction observation, confirm project progress, and ensure work commensurate with the contract. Duties will be developmental in nature when filled below the full performance level. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. Qualifications All qualifications must be met by the closing date of this announcement-11/22/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. All Professional Engineering, 0800 Basic Requirements: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor\'s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- B. Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board\'s eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Individual Occupational Requirements Landscape Architecture Series, 0807 Basic Requirements: Degree: landscape architecture or landscape design. Note: Successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor\'s degree in landscape architecture in an accredited college or university. -OR- Combination of education and experience for each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design. Individual Occupational Requirements Architecture Series, 0808 Basic Requirements: Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. -OR- Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. Minimum Requirements: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level or equivalent pay band in the Federal service (obtained in either the public or private sectors). This experience includes activities performing project management activities to guide design and construction projects from inception to completion within cost, schedule, scope, and quality. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
