  • Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HR OFFICER (MILITARY) (Title 32), Position Description Number D1619000 and is part of the AR ANG 188 FRS SQ, National Guard. This is an indefinite position NTE 23 months. NATIONAL GUARD MEMBERSHIP IS REQURED Responsibilities Serves as a staff advisor responsible for providing military human resources assistance, guidance, and direction (personally and through subordinate staff) to military units. Work includes administration and oversight of annual budgets, management of operations and maintenance funds, recruiting and retention, formal schools, and specialty orders accounts pertaining to the Military Personnel Flight. Provides supervision, guidance, and team leadership to dual and non-dual status, Active Guard Reserve (AGR), and traditional, drill status members. Ensures Military Personnel Flight (MPF) personnel are trained, and resources are available to accomplish the state and federal military mission. Performs long-range strategic planning and organizational development necessary to accomplish military human resources and training programs essential to State Air National Guard daily operations and readiness missions. Directs, manages, plans, organizes, and controls military personnel, recruiting, retention and education and training activities for all military organizations supported by the MPF. A primary objective of the organization is to maintain a high state of military readiness through ensuring a sufficient number of trained military personnel are available to perform wartime and peacetime tasking. Ensures identification and solution of human resources related problems, that could inhibit or prevent the desired high state of readiness and mission accomplishment, are identified and resolved. Communicates military human resources policies and procedures through meetings, written documentation, oral presentations, and state of the art communications and media. Publishes base-level operating instructions, supplements, and procedures to ensure attainment of all related objectives. Provides inputs to base support agreements, wing instructions, and mobilization/deployment plans. Communicates and coordinates directly with personnel at all levels of ANG organizations and activities. Coordinates all human resources activities and serves as a primary staff advisor to the wing commander. Coordinates with numerous outside agencies including, but not limited to: state Human Resources Office, state headquarters staff (Chief of Staff and MILPO), NGB, MAJCOMS, CINCS, Air Reserve Personnel Center (ARPC), Air Force Personnel Center (AFPC), Defense Finance and Accounting Service (DFAS), OPM, and others impacting the programs managed by the MPF. Directs the military recruiting activity. Manages accession programs with the objective of filling all authorized positions with qualified personnel. Responsible for local force management initiatives such as identifying projected vacancies for fill action in order to avoid periods of limited personnel readiness. Conducts liaison with Military Entrance Processing Stations. Ensures processing facilities and procedures are adequate to meet the needs of recruiters and applicants. Monitors the recruiting budget to ensure proper utilization of recruiting and advertising funds. Ensures a recruiting plan is prepared in concert with state, wing, and organizational strength objectives including diversity and minority goals. Manages the officer procurement process to ensure timely accession of qualified officer candidates including undergraduate flying training and professional applicants. Administers the personnel strength of the wing and provides the senior leadership with current manpower authorizations, statistics and analysis on a regular basis. Directs the retention programs. Responsible for retention efforts to include counseling and administration of incentive programs, the Montgomery GI Bill and related retention initiatives. Directs analysis of unit retention needs. Focuses retention efforts on the unique needs of the organization and objectives established at national, state, and local levels Directs military education and training activities and administers the following programs: job qualification training (JQT), formal school training, professional military education (PME), ancillary training, and the USAF Extension Course Institute (ECI) training. Ensures data system support for such training is properly functioning. Ensures proper AFSC classification of all military personnel and final approval for classification actions at base level are accurate. Ensures the integrity of all testing programs conducted at base level. Monitors civilian training contracted by the Human Resources Office through the Human Resources Assistant (Remote Designee). Responsible for administration of the Community College of the Air Force (CCAF) programs. Provides advertising, and counseling to appropriate facilities for delivery of education programs and testing to which military members are entitled. Ensures tuition assistance for military members and other education related entitlements, including those authorized through individual states, are properly administered. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO. ADDITIONAL REQUIREMENTS ARE LISTED UNDER ADDITIONAL INFORMATION. Qualifications GENERAL EXPERIENCE: Any type of work that demonstrates the applicant\'s ability to perform the work of the position, or (2) experience that provided a familiarity with the subject matter or processes of the broad subject area of the occupation. SPECIALIZED EXPERIENCE: Parenthetical titles may be used with the basic title of the position to further identify the duties and responsibilities performed and the special knowledge and skills needed. For all positions, 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant\'s educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program\'s business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Education DUTIES CONTINUED: 8. Ensures military human resources activities are focused on readiness and effective utilization. Plans and directs personnel mobilization and deployment activities for the ANG base and GSUs. Develops plans necessary for execution of mobilization and deployment. Is the Officer-In-Charge of the Personnel Deployment Function and monitors the effectiveness. Ensures that human resources portions of related exercise and operations plans are accurate and current. Ensures workday accounting is properly carried out. Directs the assignment, management, and training of the personnel support for contingency operations (PERSCO) team(s). Ensures preparation of accurate and timely input to Status of Resources and Training System (SORTS) and Air Expeditionary Force (AEF) Reporting Tool (ART) reporting activities for the assigned deployable personnel team(s). Responsible for accurate and timely duty status and daily strength reporting including departure and arrival messages. Determines resources allocated to different programs & establishes priorities. Reviews/approves substance of reports & other action documents for adherence to policies/position of ANG. Responsible for all contingency, exercise, and deployment orders, NATO, and mobilization orders. Is the focal point for Military Personnel Appropriation (MPA) man-day program. 9. Directs customer service activities. Directs and monitors military human resources services in the personal affairs functions including military recognition programs, health, dental, and family insurance programs. Ensures implementation of the Disability Evaluation System. 10. Directs force management initiatives, to include assignment/reassignment, training/retraining, administration of enlistment processing and promotion programs, as well as reenlistment/extension, separation and retirement processing. Ensures the military appraisal system for airmen and officers is conducted in a timely manner and in accordance with directives. Ensures enlisted and officer processing and accession actions are accomplished in accordance with established standards and in a timely manner. Directs and manages the Annual Selective Retention Program, Unsatisfactory Participation Program, Weight Management Program, and the Line of Duty Program. 11. Oversees implementation of military human resources programs for full time technicians, dual status technicians, and non-dual status technicians, and Active Guard Reserve (AGR) under the guidance and purview of the state Human Resource Office (HRO). Provides supervision for assigned \"Remote Designee\". Oversees local implementation of government programs involving health insurance, retirement, thrift savings program (TSP), workmen\'s compensation, disability and life insurance (including those limited to National Guard employees), career and retirement counseling, and employee services to include initiation of hiring requests, resignations, retirements, employee appraisals, suggestion awards programs, etc. Participates in labor management and local negotiations at the request of HRO. Monitors employment authorizations and manages local controlled grade accountability. 12. Ensures work center training programs are in place for traditional status guard members. Oversees on-the-job- training (OJT) for personnel. Ensures availability of facilities and training aids. Monitors the training status of personnel and ensures that supplemental and/or remedial training is accomplished. Ensures mobilization and deployment readiness of section personnel and equipment. 13. Performs other duties as assigned.
