Description Under the general supervision of the Drinking Water Program Director and Environmental Analyst VI, and the direct supervision of an Environmental Engineer IV or Environmental Analyst IV, the incumbent will assist in coordinating and overseeing the following drinking water programs: per- and polyfluoroalkyl substances (PFAS) Maximum Contaminant Levels (MCLs), MCLs for other drinking water contaminants, as assigned, and other Safe Drinking Water Act (SDWA) programs. The successful applicant will assist in developing and implementing compliance and enforcement strategies to ensure safe drinking water for all regulated entities for assigned programs. The successful applicant will review federal and state regulation, policies and guidance and based on such review draft, coordinate and oversee the development and implementation of regulation, policies, guidance and information for the assigned programs. The applicant will develop and provide training for staff, regulated entities, and stakeholders on the assigned programs. The applicant will assist in overseeing contractors, participate in advisory committees, represent the MassDEP Drinking Water Program on committees, assist in the review and development of technical reports and interact with the public. The incumbent will review and approve drinking water equipment and treatment technologies and assist in developing applicable statewide guidance for such. The successful applicant will enter data into databases and generate reports. The position involves working with other professional staff in a team setting and involves work of moderate difficulty and responsibility with substantial latitude for use of independent judgment. Statement of Duties Duties include: Assist in the coordinating the implementation of the Maximum Contaminant Levels (MCL) regulations for per- and polyfluoroalkyl substances (PFAS) and other drinking water contaminants as assigned and related Safe Drinking Water Act programs. Revise, maintain, and implement current SOPs for all assigned programs. Review and keep current on all federal and state requirements for assigned programs. Assist in developing regulations, policies, guidance, factsheets, forms and web updates for staff, public water suppliers and certified operators for assigned drinking water programs. Assist in developing Primacy applications and responding to Primacy questions for assigned programs. Chair one or more internal workgroups for assigned programs; work with staff in regional office and Boston to ensure EPA Performance Partnership Agreement conditions are met for all assigned programs. Review Public Water Systems compliance with and/or adherence to Drinking Water Regulations, Policies and Guidelines for the assigned programs. Review and approve engineering technologies and plans and specifications for drinking water equipment and treatment technologies. Work with internal workgroup(s) to review and finalize correspondence templates for all assigned programs. Represent the Drinking Water Program on EPA and ASDWA workgroups for assigned programs. Work with EPA or other national related workgroups (e.g., American Water Works Association) to develop standards and guidelines for assigned programs. Work with Regional MassDEP staff to track and monitor schedules for assigned programs. Maintain up-to-date knowledge of general public drinking water principles and management practices. Receive technical inquiries and complaints by phone or email and provide appropriate responses. Develop appropriate enforcement strategies as they relate to the Department’s Enforcement Response Guidance (ERG) and Drinking Water Program Comprehensive Compliance Strategy (CCS) for all assigned programs. Develop and provide training, outreach and assistance to Public Water Suppliers, Departmental Staff, Other Agencies and Professional Organizations to help ensure compliance with applicable DWP regulations, guidance and policies for assigned programs. Assist with investigations, inspections and response to all Drinking Water Program water quality and quantity complaints. Coordinate with other State Agencies, the EPA, regional groups and the water works associations on assigned programs. Use of Microsoft software applications including Word, Power Point, Access and Excel. Perform other related duties as required. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental engineering. civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering and (B) of which at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate\'s degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of one year of the required (A) experience. II. A Bachelor\'s degree with a major in environmental engineering, civil engineering, civil engineering technology, sanitary engineering, mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of two years of the required (A) experience. III.
