Summary About the Position: This position is located at the U.S. Army National Guard Readiness Center, G-3, Training Division in Arlington, Virginia. About the Surrounding Area: Situated in Northern Virginia on the south bank of the Potomac River directly across from Washington D.C. Arlington is headquarters to many departments and agencies of the federal government, including the Department of Defense and is the location of many national memorials and museums Responsibilities Develop, implement, and administer policy or operational programs. Provide technical advice and assistance in the military personnel management program for active components and active guard reserve components. Make recommendations on major changes in organizational structure to achieve the best possible mix of reducing operating costs and assuring program effectiveness. Conduct long range strategic planning to meet future objectives and requirements of the extensive and delicate coordination of necessary changes affecting the Army National Guard. Represent the Army National Guard (ARNG) G-3 regarding ARNG plans, policies, programs, or decisions. Make or approve selections for subordinate supervisors. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes conducting long range strategic planning to meet future objectives in training management; developing training policy and programs for implementation; executing fiscal management activities through the planning, programming, budgeting, and execution process; building partnerships or collaborating with internal and external organizations; giving advice, counsel, or instruction to employees on both work and administrative matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). You will be evaluated on the basis of your level of competency in the following areas: Education / Training Program Administration Human Capital Management Organizational Awareness Strategic Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This position is eligible for situational telework, including emergency and OPM prescribed \"unscheduled telework\" and regular/ recurring telework, IAW current ARNG telework policy after date of hire. Physical work location included in this announcement is non-negotiable for this position. One-year supervisory probationary period may be required. A one-year probationary period is required if the selectee has not previously met this requirement. The following course and time requirements apply to this position: The Supervisory Development Course (SDC) must be completed within one year of placement into the position. The Foundation Course (FC) is required for all supervisors and managers hired after 30 September 2006. The Basic Course (BC) must be completed within one year of placement into the position. The Intermediate Course (IC) must be completed within two years after placement into the position. The Advanced Course (AC) must be completed within two years after placement into the position. Mandatory Training Requirement - If the selectee has not completed a federal civilian supervisory development course within the past three years, he/she must complete the Army Civilian Supervisory Development Course within one year of appointment.
